About the position

The Chief Estimator is a pivotal role within Contra Costa Electric, responsible for overseeing the Estimating group and ensuring the accurate preparation of detailed pricing for bid quotations and packages. This position requires a seasoned professional with extensive experience in cost estimation for product manufacturing, construction projects, or services. The Chief Estimator will play a crucial role in aiding management in the bidding process and determining the pricing of products or services. In this role, the Chief Estimator will provide daily direction to the Estimating team, which includes building the team, recruiting, and developing their skills. The Chief Estimator will collect historical cost data to inform current and future product estimates and will consult with various stakeholders, including clients, vendors, and construction foremen, to discuss and resolve issues related to estimates. The position involves preparing estimates that management will use for planning, organizing, and scheduling work, as well as analyzing blueprints and documentation to prepare time, cost, materials, and labor estimates. The Chief Estimator will also be responsible for reviewing contract and bid documents, attending pre-bid meetings, and preparing scope letters and proposals. Building and maintaining relationships with customers, general contractors, vendors, and subcontractors is essential. The role requires the Chief Estimator to perform design/build, conceptual, and budget estimates, coordinate junior staff in performing take-offs, and escalate critical issues to the Preconstruction Manager. Additionally, the Chief Estimator will evaluate project scope changes, develop RFQ/RFP documents, and provide value engineering ideas. This position demands a high level of organization, communication, and analytical skills, as well as the ability to manage and supervise personnel effectively.

Responsibilities

  • Manage the Estimating group, including team building, recruitment, and skill development.
  • Collect historical cost data to estimate costs for current or future products.
  • Consult with clients, vendors, and personnel to discuss and formulate estimates.
  • Prepare estimates for management for planning, organizing, and scheduling work.
  • Analyze blueprints and documentation to prepare time, cost, materials, and labor estimates.
  • Confer with engineers, architects, and contractors on changes to cost estimates.
  • Review contract and bid documents and understand project scope for turnover.
  • Attend walk-throughs, pre-bid, and scope clarification meetings.
  • Prepare scope letters and proposals for bids.
  • Develop and maintain relationships with customers, General Contractors, vendors, and subcontractors.
  • Perform design/build, conceptual, and budget estimates.
  • Coordinate junior staff in performing take-offs and obtaining subcontractor quotes.
  • Escalate critical issues to the Preconstruction Manager with recommendations for resolution.
  • Develop budget estimates through accurate quantity take-offs using plans and specifications.
  • Review job sites or plans to establish quantities of materials needed.
  • Complete bids in a timely manner to attain profitability.
  • Review bid packages from estimators for final review before submission.
  • Provide copies of plans, take-offs, and estimating data to ensure clarity.
  • Evaluate project scope changes and review field change orders as needed.
  • Determine pricing based on original time schedules and project requirements.
  • Develop RFQ/RFP documents for subcontractor proposals and vendor bids.
  • Provide value engineering ideas and cost delta.
  • Lead page turn exercises during internal kick-off meetings.
  • Prepare general conditions and terms for proposals.
  • Maintain and document the flow of project information.
  • Collaborate with team members for specific project sector needs.
  • Maintain and update estimating database to stay relevant.

Requirements

  • 5+ years of related experience in the construction industry.
  • High School diploma or GED required.
  • Bachelor of Science and Master of Science in engineering or construction-related field desirable.
  • Knowledge of the construction industry and contract documentation.
  • Experience managing employees.
  • Working knowledge of federal, state, and city regulations and guidelines.
  • Minimum of 3-5 years of estimating experience.
  • Design-Build experience preferred.
  • Knowledge of NEC, Title 24, CBC, and local codes required.
  • Proficiency in Accubid, MS Word, and Excel.
  • Demonstrated proficiency in Microsoft Office applications.
