About the position

The Chief Finance Director at the Utah Inland Port Authority (UIPA) is a senior executive role responsible for overseeing all financial and budget operations within the organization. This position is part of the Executive Leadership Team and plays a crucial role in public financing oversight, budget management, and legislative interactions. The role offers flexibility with options for in-person and telework, and it is essential for ensuring the financial health and strategic direction of the UIPA.

Responsibilities

  • Oversee all financial and budget operations of the UIPA.
  • Manage public financing oversight and bond management.
  • Monitor contracts and develop reimbursement methodologies.
  • Audit provider cost reports and oversee accounts payable.
  • Manage accounting and financial reporting for the UIPA.
  • Develop annual budget requests and analyze revenues and expenditures.
  • Testify before the legislature on budget-related items during legislative sessions.
  • Develop long-range fiscal planning programs and conduct economic forecasting.
  • Prepare and present complex budgets and financial reports to stakeholders.
  • Collaborate with local governments and developers on public financing initiatives.
  • Establish effective working relationships with management, board, and finance committee.
  • Lead financial process improvement and quality assurance measures.

Requirements

  • Master's degree in Public Administration, Business Administration, Finance, Accounting, or a related field.
  • CPA certification.
  • At least 10 years of fiscal-related experience, including management/executive level experience.
  • Broad knowledge of finance, accounting, budgeting, and cost control principles.
  • Extensive knowledge of state and federal accounting and budgeting laws and policies.
  • Strong knowledge of financial accounting systems like Caselle.
  • Ability to lead, mentor, and manage subordinate staff.
  • Understanding of bonds and public finance tools.
