About the position

The Chief Finance Director at the Utah Inland Port Authority (UIPA) is a key executive role responsible for overseeing all financial and budget operations within the organization. This position is part of the Executive Leadership Team and plays a crucial role in public financing oversight, budget management, and financial reporting. The role offers flexibility with options for in-person and telework, and it is essential for the candidate to have extensive experience in fiscal management and public finance.

Responsibilities

  • Oversee all financial and budget operations of the Utah Inland Port Authority.
  • Manage public financing oversight, bond management, and contract monitoring.
  • Develop reimbursement methodologies and audit provider cost reports.
  • Oversee accounts payable and manage accounting and financial reporting.
  • Develop annual budget requests and analyze revenues and expenditures.
  • Testify before the legislature on budget-related items during legislative sessions.
  • Develop long-range fiscal planning programs and conduct economic forecasting.
  • Prepare and present complex budgets and financial reports to stakeholders.
  • Collaborate with local governments and developers on public financing initiatives.
  • Establish effective working relationships with management, board, and finance committee.
  • Lead financial process improvement and quality assurance measures.

Requirements

  • Master's degree in Public Administration, Business Administration, Finance, Accounting, or a related field.
  • CPA certification.
  • At least 10 years of fiscal-related experience including management/executive level experience.
  • Broad knowledge of finance, accounting, budgeting, and financial statement preparation.
  • Extensive knowledge of state and federal accounting, budgeting, and applicable laws.
  • Strong knowledge of financial accounting systems like Caselle.
  • Ability to lead, mentor, and manage subordinate staff.
  • Understanding of bonds and public finance tools.
