About the position

The Iowa Public Employees' Retirement System (IPERS) is seeking a qualified candidate for the position of Chief Financial and Administrative Officer. This is a non-merit position that plays a crucial role in overseeing the fiscal and administrative functions that impact IPERS' $40 billion Trust Fund. The Chief Financial and Administrative Officer will act as a senior advisor to the CEO, Deputy, and the Board(s), providing strategic guidance on financial matters and ensuring compliance with relevant regulations and standards. In this role, the Chief Financial and Administrative Officer will have executive oversight of all fiscal and administrative functions within the system. This includes managing investment accounting, reconciliations, and investment reporting, which involves complex investment types and transactions. The officer will also be responsible for maintaining compliance with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) statements, as well as interpreting complex federal and state legislation and regulations that affect the organization. Additionally, the Chief Financial and Administrative Officer will develop and administer a uniform budget policy and program, manage the professional relationships between IPERS and various state departments, and participate in the annual actuarial valuation process. The role also involves participating in the development of IPERS' legislative package and overseeing the recruitment, selection, assignment, orientation, and professional development of financial and administrative staff. This position is vital for ensuring the financial integrity and operational efficiency of IPERS, which serves over 400,000 active, inactive, and retired members across Iowa.

Responsibilities

  • Executive oversight of fiscal and administrative functions within the system.
  • Manage the scope of investment accounting, reconciliations, and investment reporting including complex investment types and transactions.
  • Maintain compliance with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) statements.
  • Interpret highly complex federal and state legislation and regulations.
  • Develop and administer a uniform budget policy and program.
  • Manage the professional relationship between IPERS and the Department of Management, Iowa Auditor of State, State Treasurer, and the custodial bank.
  • Participate in the annual actuarial valuation process.
  • Participate in the development of IPERS legislative package.
  • Perform recruitment, selection, assignment, orientation, and professional development of financial and administrative staff.

Requirements

  • Graduation from an accredited four-year college or university and experience equal to seven years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
  • Eleven years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
  • Seven years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation, combined with a total of four years of education and full-time experience, where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.
  • Five years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation, combined with a total of four years of education and full-time experience, and a total of two years of graduate-level education and full-time experience in a public-service-related area.
