About the position

The Chief Financial and Operations Officer (CFO) is responsible for overseeing all financial and business affairs of the Del Valle Independent School District. This role involves providing leadership for financial services, ensuring effective management practices, and serving as the chief financial advisor to the superintendent and board of trustees. The CFO will manage strategic planning, development, evaluation, and implementation of various district functions including maintenance, child nutrition, warehousing, and transportation.

Responsibilities

  • Oversee all financial and business affairs of the district.
  • Provide leadership for the district's financial services activity.
  • Direct and monitor the management and investment of all district funds.
  • Serve as chief financial advisor and budget advisor to the superintendent and board of trustees.
  • Manage strategic planning, development, evaluation, and implementation of district functions.
  • Ensure preparation and integrity of all district general accounting records and related financial reports.
  • Develop long-range and short-term objectives for district's business operations and prepare district budget.
  • Monitor budget variances and oversee budget adjustments.
  • Maintain the district's investment portfolio and supervise the investment of all available funds.
  • Ensure timely payment of all financial obligations of the school district.
  • Implement and maintain internal control procedures to safeguard assets and ensure reliability of accounting data.
  • Oversee the auditing program for all district funds and work with auditors.
  • Attend board meetings and make presentations when appropriate.
  • Oversee management of facilities maintenance, warehouse, child nutrition, and transportation operations.
  • Collaborate with architects and consultants during construction projects.
  • Review and recommend appropriate policies and administrative regulations.
  • Compile, maintain, and file all required reports and documents.
  • Serve as a member of the Superintendent's Cabinet and attend board meetings as a resource.

Requirements

  • Bachelor's degree in business, accounting, or related field.
  • 5 years of administrative or management experience.
  • 5 years of supervisory responsibility in finance, accounting, and/or operations.
  • Advanced knowledge of school finance, budgeting, accounting systems, and economics.
  • Knowledge of information/data processing systems and financial applications.
  • Ability to resolve conflict and respond to concerns.
  • Demonstrated leadership skills and ability to manage budget and personnel.
  • Excellent communication, public relations, and interpersonal skills.
