About the position

The Chief Financial Officer (CFO) position at Portland Public Schools (PPS) is a pivotal role within the Business and Operations team, responsible for overseeing a comprehensive range of financial services. This includes General Ledger Accounting, Grant Accounting, Treasury, Accounts Payable and Receivable, Budgeting, Payroll, Financial Systems, and Purchasing & Contracting. The CFO will play a crucial role in ensuring that district funds are managed effectively and reported accurately, thereby contributing to the successful operations of the school district. In this role, the CFO will serve as a financial expert and consultant to the Superintendent and the Board of Education, providing essential counsel and guidance on financial matters. The position requires engaging with a diverse array of community members and media outlets to communicate how the District's fiscal policies support its strategic vision. The CFO will lead and inspire the Financial Services team, fostering cross-functional partnerships and delivering innovative financial guidance throughout PPS. The CFO will also oversee the development and preparation of the annual budget, ensuring that resource allocation aligns with the District's strategic priorities and enhances student outcomes. This role involves preparing various materials to document activities, meet compliance requirements, and support requested actions, including GASB financial statements for auditor compliance. Additionally, the CFO will provide consultation for collective bargaining negotiations and advise on financially related issues impacting the District. With a focus on strategic planning, the CFO will monitor financial integrity and accountability, ensuring that the District's financial operations meet the highest standards of excellence as set by the Government Finance Officers Association (GFOA).

Responsibilities

  • Serve as financial expert/consultant to the Superintendent and the Board of Education.
  • Engage with community members and media to articulate the District's fiscal policies.
  • Lead and inspire the Financial Services team in delivering financial processes.
  • Direct staff in analysis, measurement, and reporting of financial activities.
  • Ensure compliance with quality standards and professional expectations of GFOA.
  • Oversee the development and preparation of the annual budget for the District.
  • Provide strategic expertise regarding division activities and recommend actions.
  • Prepare materials to document activities and meet compliance requirements.
  • Provide consultation for collective bargaining negotiations.
  • Direct, forecast, oversee, and monitor financial and strategic planning.

Requirements

  • Master's Degree in Business, Finance or related field.
  • Certification as a CPA, CMA, or CGFM is required.
  • Ten (10) or more years of Finance, Accounting, or Contract Management experience.
  • At least three years in a senior administrative management capacity overseeing multiple financial operations.
  • A minimum of three years working in a large public sector environment or with a medium to large private sector employer (3,000+ employees).
  • Five (5) or more years leading and managing teams.
