About the position

The Chief Financial Officer (CFO) of the Department of Enterprise Technology Services (ETS) plays a pivotal role in aligning financial strategies with the department's mission. This position is essential for ensuring efficient resource allocation and maintaining robust financial oversight. The CFO is responsible for managing substantial budgets, providing accurate financial reporting, and mitigating financial risks while ensuring compliance with regulatory requirements. Additionally, the CFO leads cost optimization initiatives, supports innovation and growth by securing funding, and ensures the scalability of technology solutions. This role is vital for the department's strategic impact, operational continuity, and stakeholder confidence, driving technological advancements and efficient service delivery for the state. The CFO oversees the reporting, publishing, and dissemination of the agency's financial position on a monthly, quarterly, and annual basis. They maintain financial reporting and ensure compliance with various reporting requirements of Federal and State agencies. The CFO is also responsible for the development of biennial and supplemental budgets for the agency, budget management, and financial administration. They conduct complex financial models, including cash flow and multi-year operating budgets, establishing expected revenues and allocating these revenues to match expenditures. Furthermore, the CFO receives and resolves questions and problems presented by state agencies, executive staff, legislative officials, and others, serving as a member of the ETS Leadership Team.

Responsibilities

  • Oversee the reporting, publishing, and dissemination of the agency's financial position on a monthly, quarterly, and annual basis.
  • Maintain financial reporting and ensure compliance with various reporting requirements of Federal and State agencies.
  • Develop biennial and supplemental budgets for the agency.
  • Manage the budget and financial administration.
  • Conduct complex financial models including cash flow and multi-year operating budgets, establishing expected revenues and allocating these revenues to match expenditures.
  • Receive and resolve questions and problems presented by state agencies, executive staff, legislative officials, and others.
  • Serve as a member of the ETS Leadership Team.

Requirements

  • State-specific financial management experience (IBARS, WOLFS, and statewide cost allocation planning).
  • Understanding of state-specific financial regulations and governance best practices.
  • Ability to manage internal controls and audits effectively.
  • Experience in financial planning and analysis (budgeting, forecasting, financial modeling, variance analysis, and financial performance evaluation).
  • Strategic financial leadership experience (long-term financial strategy development and driving organizational change and innovation).
  • Experience in making data-driven decisions (leveraging data analytics).
  • Experience in leadership and team development (leading high-performing finance teams).
  • Commitment to ethical financial reporting and fostering a culture of transparency.
  • Experience in analytical and critical thinking (strong problem-solving skills).
