About the position

The Chief Financial Officer & Business Services Manager (Budget & Fiscal Manager 1) at the Department of Public Safety Standards and Training (DPSST) is a management service supervisory role responsible for directing and managing the Business Service Section. This includes overseeing budget, accounting, accounts receivable/payable, internal audits, and grant fiduciary responsibilities. The position requires collaboration with the Deputy Director to develop biennial strategies, implement projects, and ensure legal compliance in financial practices. The role also involves evaluating program impacts, analyzing budgetary effects of administrative changes, and leading efforts to streamline business practices within the agency.

Responsibilities

  • Direct and manage the Business Service Section, including budget, accounting, and internal audits.
  • Collaborate with the Deputy Director to develop biennial strategies and evaluate agency needs.
  • Plan, develop, and coordinate the implementation of new and current projects.
  • Research accounting issues and prepare budget/accounting crosswalks for object codes and cost centers.
  • Evaluate program service impacts and recommend actions for effective service delivery.
  • Analyze budgetary impacts of collective bargaining proposals and staffing changes.
  • Lead efforts to streamline procurement processes and develop efficiencies in business practices.

Requirements

  • Five years of lead work, supervision, or progressively related experience; OR two years of related experience and a bachelor's degree in a related field.
  • Broad knowledge of Oregon state government accounting, budgeting, and financial standards.
  • Ability to research, analyze, develop, and implement accounting and procurement methods.

Nice-to-haves

  • Experience working for the State of Oregon in a Fiscal, Budget, or Accounting role.
  • Understanding of the biennium budget process from beginning to end.
  • Strong management skills with the ability to manage human, financial, and information resources effectively.
