About the position

This position is for a Chief Financial Officer (CFO) at a highly regarded healthcare and social services organization in New York City, specifically within a Federally Qualified Health Center (FQHC) setting. The CFO will play a pivotal role in the overall financial management and regulatory compliance of the organization, which has been serving the community for decades. This is a permanent role that offers a unique opportunity for a seasoned financial leader to make a significant impact while supporting the mission of providing high-quality healthcare services to underserved communities. The CFO will be a key member of the executive leadership team, providing strategic financial input and leadership on decision-making issues affecting the organization. The role emphasizes the importance of developing, monitoring, and evaluating the overall corporate strategy in collaboration with the CEO and other business unit leaders, focusing on bottom-line performance, working capital, and enhancing shareholder value. The CFO will oversee all aspects of the financial operations, including accounting, budgeting, credit, insurance, tax, and treasury. This includes developing and implementing financial strategies and plans that align with the organization’s strategic goals. The CFO will ensure compliance with all federal, state, and local legal requirements by studying existing and new legislation, anticipating future legislation, enforcing adherence to requirements, filing financial reports, and advising management on necessary actions. Additionally, the CFO will prepare and present financial reports to the board of directors, stakeholders, and the executive team, while also monitoring and managing the organization’s cash flow. The role requires the development and maintenance of systems of internal controls to safeguard the financial assets of the organization, as well as preparing annual budgets and forecasts and managing them accordingly. The CFO will also collaborate with the Director of Finance to prepare and submit Uniform Financial Reports (UFR) and Uniform Data System (UDS) reports in a timely and accurate manner, and work with the executive team to develop and implement plans for the operational infrastructure of systems, processes, and personnel designed to accommodate the growth objectives of the organization.

Responsibilities

  • Oversee all aspects of the financial operations including accounting, budget, credit, insurance, tax, and treasury.
  • Develop and implement financial strategies and plans to align with the organization's strategic goals.
  • Ensure compliance with all federal, state, and local legal requirements by studying existing and new legislation, anticipating future legislation, enforcing adherence to requirements, filing financial reports, and advising management on needed actions.
  • Prepare and present financial reports to the board of directors, stakeholders, and executive team.
  • Monitor and manage all aspects of the organization's cash flow.
  • Develop and maintain systems of internal controls to safeguard financial assets of the organization.
  • Prepare annual budget and forecasts and manage them accordingly.
  • Ensure that effective internal controls are in place and ensure compliance with GAAP and applicable federal, state, and local regulatory laws and rules for financial and tax reporting.
  • In collaboration with Director of Finance, prepare and submit UFR and UDS reports in a timely and accurate manner.
  • Collaborate with the executive team to develop and implement plans for the operational infrastructure of systems, processes, and personnel designed to accommodate the growth objectives of the organization.

Requirements

  • Bachelor's degree in Accounting, Finance, or related field required; MBA or related advanced degree preferred.
  • CPA certification is highly desirable but not required.
  • Minimum of 5 years of experience in a senior financial managerial position in an FQHC setting.
  • Proven experience in financial planning, budgeting, and forecasting.
  • Strong knowledge of GAAP, UFR, UDS, and other relevant financial regulations.
  • Exceptional leadership skills with the ability to motivate and guide a team.
  • Strong analytical skills and experience interpreting a strategic vision into an operational model.
  • Excellent communication and presentation skills.
  • Ability to work in a fast-paced, high-pressure environment.
  • Proficient in using financial software and MS Office.
