About the position

The Chief Financial Officer (CFO) for Craven County Schools is responsible for overseeing all fiscal affairs of the school system, including managing state, federal, and local funds, as well as enterprise and capital operations. This role involves comprehensive supervisory and management responsibilities to ensure adherence to Board of Education policies and fiscal regulations. The CFO will lead financial planning, budgeting, and reporting, ensuring accountability and transparency in all financial operations. This position is critical to the leadership team and requires extensive knowledge of accounting standards and practices, particularly in a school finance context.

Responsibilities

  • Oversee the preparation and management of the Board of Education's annual budget.
  • Direct and participate in the formulation and implementation of finance policies.
  • Ensure adherence to generally accepted accounting practices and principles of governmental accounting.
  • Sign and issue all checks, drafts, and State warrants for the local school administrative unit.
  • Invest idle cash in defined securities and ensure deposits are secured.
  • Prepare and file statements of financial condition as requested by the superintendent or Board of Education.
  • Provide information, advice, and recommendations to the Superintendent and Board of Education.
  • Assist in preparing budget estimates and determining costs for new or reorganized programs.
  • Safeguard physical assets through adequate internal controls and maintain compliance with laws.
  • Assist outside auditors during the annual financial audit.
  • Oversee the preparation of the comprehensive annual financial report (CAFR).
  • Manage the district's process management system and accounting work on grants.

Requirements

  • Five years of professional experience in finance operations, preferably in school finance.
  • A baccalaureate degree with a minimum of 15 semester hours in accounting, or a CPA, or certification as an LEA school finance officer by July 1, 2024.
  • Preferred: Master's Degree in accounting, business administration, or related field, with a CPA or advanced degree/doctorate.
  • 9 to 12 years of governmental accounting experience, preferably in a North Carolina public school setting.
  • Must maintain 24 hours of continuing education credits as required by the North Carolina Department of Public Instruction.
  • Working knowledge of the LINQ payroll and employee management system is preferred.

  • Master's Degree in accounting, business administration, or public administration.
  • Advanced degree or doctorate in accounting or business administration.
  • Experience in a North Carolina public school setting.
