About the position

The Chief Financial Officer (CFO) for the Commerce - Natural Resources department in Kanawha County is responsible for overseeing the financial and fiscal management of a state agency. This role involves directing complex financial operations, ensuring fiscal solvency, and managing agency assets. The CFO will also serve as the lead auditor, ensuring proper use of funds and compliance with financial regulations.

Responsibilities

  • Direct the financial and fiscal management of the state agency.
  • Develop and operate internal accounting, reporting, and auditing systems.
  • Manage agency assets and develop strategies for fiscal solvency.
  • Liaise with agency actuary and external agencies regarding asset management.
  • Oversee the use of all funds, including bond monies, grants, and fees.
  • Reconcile expenditures for large scale construction projects and contracts.
  • Provide consultative guidance to oversight boards and agency management.

Requirements

  • Bachelor's degree from an accredited four-year college or university with at least 24 semester hours in accounting.
  • Seven years of full-time or equivalent part-time paid professional experience in financial or performance accounting/auditing, cost analysis, or governmental accounting.
  • Two years of experience in a supervisory or lead worker capacity.

Nice-to-haves

  • Master's degree in professional accounting (MPA) or business administration (MBA) may substitute for two years of the required non-supervisory experience.
