About the position

The Chief Financial Officer (CFO) for the MDH Eastern Shore Hospital Center plays a crucial role in overseeing and coordinating all fiscal activities within the organization. This position is responsible for ensuring that all financial operations align with departmental policies, state regulations, and funding requirements. The CFO will formulate operating budgets, monitor expenditures, manage patient fund accounts, and develop quarterly financial projections. Additionally, the role involves managing the year-end closeout process, developing and implementing fiscal policies, and ensuring compliance with both departmental and state fiscal policies and procedures. A significant aspect of this position is to manage financial resources effectively to support the provision of services to a primarily forensic inpatient population of approximately 70 patients. In addition to overseeing the financial operations of the Eastern Shore Hospital Center, the CFO will also manage the fiscal operations of the former Upper Shore Community Mental Health Center, which is currently occupied by the Kent County Health Department and the Department of Juvenile Center Service. This facility operates under a tenant arrangement and has a combined budget of approximately $28 million, along with 200 positions (PINs). The CFO will be an integral part of the facilities management team, contributing to the overall financial health and operational efficiency of the organization.

Responsibilities

  • Plan and coordinate all fiscal activities for the Eastern Shore Hospital Center.
  • Formulate operating budgets and monitor expenditures.
  • Manage patient fund accounts and develop quarterly financial projections.
  • Oversee the year-end closeout process and develop fiscal policies.
  • Ensure compliance with departmental and state fiscal policies and procedures.
  • Oversee procurement activities and supervise staff.
  • Manage financial resources to facilitate services for the mentally ill population.
  • Oversee the fiscal operation of the former Upper Shore Community Mental Health Center.

Requirements

  • Bachelor's degree in Accounting from an accredited college or university or a Bachelor's degree with 30 credit hours in accounting and related courses, including 3 credit hours in auditing.
  • Four years of experience examining, analyzing, and interpreting accounting systems, records, and reports applying generally accepted accounting principles.
  • Possession of a CPA certificate or a Master's degree in accounting may substitute for one year of required experience.
  • One year of professional budgeting or auditing experience may substitute for one year of required experience.
  • U.S. Armed Forces military service experience as a commissioned officer in Administration or Financial Management may substitute for required experience.
