About the position

The Chief Financial Officer (CFO) at the United Nations Capital Development Fund (UNCDF) plays a pivotal role in leading the Investment and Finance Oversight Division. This position is responsible for providing strategic leadership and oversight for UNCDF's finance and investment portfolio, ensuring alignment with the organization's strategic framework. The CFO will manage corporate finance, oversee the portfolio of programs financed through grants, loans, and guarantees, and develop strategic partnerships to enhance resource mobilization and impact.

Responsibilities

  • Manage and coordinate the global UNCDF Investment and Finance Oversight Division.
  • Lead on all UNCDF corporate financial management requirements.
  • Provide quality assurance on financial aspects relating to resource mobilizations and utilizations.
  • Coordinate with other UNDP offices and external partners on fund management matters.
  • Set the strategic direction for financial management oversight of UNCDF's portfolio.
  • Ensure regular fiduciary reviews of the portfolio for compliance with corporate standards.
  • Guide and support the Investment and Implementation Division and Operations and Oversight Division.
  • Advise on resource mobilization efforts and build partnerships with diverse stakeholders.
  • Report regularly to the Executive Secretary on the effectiveness of the division.
  • Lead the overall management of a team of global technical and policy officers.
  • Manage the loans and guarantees portfolio in line with corporate investment strategy.
  • Ensure compliance with UNCDF's financial rules and regulations.
  • Develop management tools to assess financial and budget performance.
  • Coordinate and provide training on financial and operational policies.
  • Represent UNCDF in international forums and promote its capabilities.

Requirements

  • Advanced university degree in Business/Public Administration, Finance, Accounting, or related field.
  • Professional qualification in finance (e.g., CA, CPA).
  • Minimum of 15 years of progressively responsible work experience in accounting, finance, or resources management.
  • Experience managing resources from multiple donors at the corporate level.
  • Extensive knowledge of UNCDF and UNDP financial regulations and policies.
  • Experience in financial analysis, forecasting, and budgeting.
  • Demonstrated understanding of working with investing and financing partners.

Nice-to-haves

  • Certification in project or program management from a recognized Institute of Project Management.
  • Working knowledge of a second UN language (Arabic, Chinese, French, Russian, Spanish).
