About the position

The Chief Financial Officer (CFO) at the United Nations Capital Development Fund (UNCDF) is a pivotal role responsible for leading the Investment and Finance Oversight Division. The CFO provides strategic leadership and oversight for UNCDF's finance and investment portfolio, ensuring alignment with the organization's Strategic Framework. This position involves managing corporate finance, overseeing a diverse portfolio of programs financed through grants, loans, and guarantees, and developing strategic partnerships to enhance resource mobilization. The CFO plays a critical role in achieving sustainable financial solutions in high-risk underdeveloped market conditions while ensuring compliance with relevant regulations.

Responsibilities

  • Manage, lead, and coordinate the global UNCDF Investment and Finance Oversight Division.
  • Provide quality assurance on financial aspects relating to resource mobilizations and utilizations.
  • Coordinate internally with other UNDP offices and externally with donors and partners on fund management matters.
  • Ensure regular fiduciary reviews of the portfolio to ensure compliance with requisite corporate standards.
  • Advise and support discussions with respect to overall resource mobilization efforts, including building and deepening partnerships.
  • Lead the overall management of a team of global technical and policy officers.
  • Ensure an efficient and collegiate management of the senior team in UNCDF's Finance and Investment Oversight Division.
  • Develop management tools to assess financial and budget performance.
  • Represent UNCDF within the wider UN and in other international fora.
  • Coordinate and provide training to UNCDF personnel on key financial and operational policies.

Requirements

  • Advanced university degree in Business/Public Administration, Finance, Accounting, or related field.
  • Professional qualification in finance (e.g., CA, CPA).
  • Minimum of 15 years of progressively responsible work experience in accounting, finance, or resources management.
  • Experience managing resources from multiple donors at the corporate level.
  • Extensive knowledge of UNCDF and UNDP rules, regulations, and policies related to financial resources management.
  • Experience in financial analysis and forecasting, human resources management, and budgeting.
  • Demonstrated understanding of working with investing and/or financing partners across public and private domains.

Nice-to-haves

  • Certification in project or program management from a globally recognized Institute of Project Management.
  • Working knowledge of a second UN language (Arabic, Chinese, French, Russian, Spanish).
