About the position

The Chief Financial Officer (CFO) at the Housing Authority of the County of San Joaquin (HACSJ) plays a crucial role in shaping the financial strategy of the organization, which impacts over 19,000 individuals through affordable housing programs. This position involves leading a collaborative team, overseeing a budget of over $92 million, and ensuring financial excellence while maintaining a work-life balance with a 9/80 work schedule. The CFO will work closely with the Executive Director and other department heads to manage fiscal operations and develop policies that support the Authority's mission.

Responsibilities

  • Assumes full management responsibility for all Finance Department services and activities including housing construction and development activities, accounting, budgeting and financial planning and analysis.
  • Manages the development and implementation of the Finance Department strategic goals, objectives and priorities; plans, directs and coordinates the Finance Department's work plan.
  • Keeps abreast of changes in laws, policies, and HUD regulations related to financial operations and ensures adherence to HUD policies, procedures, regulations and guidelines.
  • Prepares cash flow availability information for investment of excess revenues and assists in the preparation and issuance of payroll checks.
  • Prepares and evaluates proposals for the Authority's independent audit, insurance, and banking services.
  • Establishes appropriate service and staffing levels; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures.
  • Directs the development and administration of the Authority's budget, including forecasting funds needed for staffing, equipment, materials and supplies.
  • Represents the Finance Department to other Authority Departments, elected officials, community-based organizations; coordinates Department activities with those of other departments, and external agencies and organizations.
  • Oversees reviews and audits conducted by HUD, including SEMAP and PHAS, and prepares responses and monitors corrective action as required.
  • Provides staff assistance to the Executive Director; participates on a variety of committees, commissions and boards.

Requirements

  • Graduation from an accredited four-year college or university with major course work in Accounting, Finance, Business Administration, or related field.
  • Five (5) years of increasingly responsible experience in financial management accounting or related field, with at least three (3) years of administrative and supervisory responsibility.

Nice-to-haves

  • Mastery of accounting practices and processes including transactional, review, reporting, budgeting, GAAP, GASB, and FASB.
  • Knowledge of Public Housing and tax credits programs, laws, rules and regulations.
