About the position

The Chief Financial Officer at the Maryland Department of Emergency Management (MDEM) is responsible for overseeing the agency's financial operations, including budget management, compliance with state and federal funding regulations, and collaboration with various stakeholders. This role is crucial in ensuring the effective allocation of resources to support MDEM's mission of disaster risk reduction and emergency management. The CFO will lead the Finance Branch, manage the agency's budget, and provide policy recommendations to senior leadership.

Responsibilities

• Develop the Agency's annual operating and capital budget with supporting materials as required by the Department of Budget and Management (DBM).
• Monitor, control, and analyze MDEM's fiscal operations, including developing and managing all fiscal functions.
• Collaborate with the Chief Program Management Officer (CPMO) to implement internal financial management controls for MDEM.
• Act as budget and finance manager for the State Emergency Operations Center (SEOC) during emergency activations.
• Perform compliance assessments and desk audits for all funding programs managed by MDEM.

Requirements

• A Master's Degree from an accredited college or university.
• Six years of experience in fiscal administrative or professional work.
• A minimum of three years of experience in business development, budget planning, and implementing processes and procedures.
• A minimum of two years supervising a finance team.
• A minimum of three years of experience managing state budget, federal grant, special funds, and reimbursable funds.

Nice-to-haves

• Possession of a Bachelor's degree from an accredited college or university and four years of management experience may substitute for the required education.
