About the position

The Chief Financial Officer (CFO) is a vital member of the Executive Leadership Team, responsible for leading the financial strategy, oversight, and sustainability of Health West Inc., a mission-driven Community Health Center (CHC). Reporting directly to the CEO, the CFO works closely with management and departments to advance the organization's mission and operational goals through strategic financial planning, budgeting, analysis, and compliance. The CFO oversees accounting, audits, budgets, contracts, insurance, procurement, revenue cycle management, and the administration of the 403(b) retirement plan. This role ensures compliance with Generally Accepted Accounting Principles (GAAP), Health Resources and Services Administration (HRSA) regulations, federal and state grants, and nonprofit standards, including IRS requirements and grant funding oversight. The CFO also fosters a healthy workplace culture aligned with Health West's mission, vision, and values, promoting collaboration, transparency, and accountability. This position demands an open-minded, forward-thinking, adaptable, and team-oriented approach, with the ability to navigate challenges, lead difficult conversations, and provide data-driven insights to guide decision-making. The CFO ensures that strong key performance indicators (KPIs) are in place, consistently exceeding industry standards.

Responsibilities

  • Develop and implement financial strategies to support Health West's growth and long-term success.
  • Partner with the CEO and Executive Team to align financial goals with organizational priorities.
  • Promote Health West's mission, vision, values, and a healthy workplace culture across all levels of the organization.
  • Present financial updates, trends, and projections to the Board of Directors to support strategic governance and decision-making.
  • Drive financial performance improvement by identifying trends, opportunities, and risks, and proposing actionable recommendations.
  • Lead the development of annual operating and capital budgets in alignment with strategic goals.
  • Collaborate with department heads to prepare accurate and realistic budget proposals based on program needs and funding.
  • Monitor budget performance, identify variances, and initiate corrective actions as necessary.
  • Analyze costs across departments to identify inefficiencies and develop actionable plans for cost savings and resource optimization.
  • Conduct cost-benefit analyses for key organizational decisions to ensure efficient allocation of resources.
  • Develop multi-year financial plans and projections to support long-term organizational objectives.
  • Facilitate budget review sessions with the CEO, Executive Team, and Board of Directors, providing actionable financial insights.
  • Prepare and distribute detailed financial reports, including variance analyses, cost trends, and revenue forecasts, to guide decision-making.
  • Implement and monitor budget controls to maintain financial accountability and prevent overspending.
  • Oversee all accounting operations, including payroll, accounts payable/receivable, and general ledger maintenance, ensuring accuracy and efficiency.
  • Manage and optimize revenue cycle operations, including billing, claims processing, collections, and cash flow.
  • Review and administer contracts, leases, and agreements to align with organizational and financial objectives.
  • Maintain robust internal controls to protect assets, mitigate risks, and ensure adherence to GAAP, HRSA regulations, and grant requirements.
  • Develop and maintain comprehensive business insurance policies to ensure appropriate coverage and compliance.
  • Regularly review financial processes and systems to identify opportunities for efficiency improvements and cost reduction.
  • Ensure compliance with all applicable financial, state, and federal regulations, including nonprofit and grant-specific requirements.
  • Oversee the preparation and timely submission of nonprofit financial reports, such as Form 990 filings.
  • Coordinate external audits, addressing any findings to ensure compliance and improve operational processes.
  • Evaluate and implement insurance policies to effectively manage liability, property, and other operational risks.
  • Maintain detailed records and documentation to meet all applicable regulatory requirements.
  • Ensure nonprofit audit standards and IRS requirements for tax-exempt organizations are fully met.
  • Build, lead, and mentor a high-performing finance and accounting team, fostering professional growth and development.
  • Set clear performance goals and hold team members accountable for achieving departmental objectives.
  • Provide training and resources to enhance financial literacy and accountability across the organization.
  • Encourage a culture of collaboration, transparency, and continuous improvement.
  • Work closely with department leaders to align budgetary planning with organizational priorities.
  • Prioritize and manage competing demands in a fast-paced, high-pressure environment to meet critical deadlines.
  • Demonstrate flexibility and availability to work extended hours, including evenings and weekends, as needed.
  • Adapt to evolving organizational needs by performing additional tasks or duties as assigned by the CEO or Executive Team.
  • Represent Health West Inc. at conferences, meetings, and events to advance organizational objectives.
  • Contribute to cross-functional initiatives that support the organization's mission and long-term vision.

Requirements

  • Bachelor's degree in Finance, Accounting, Business Administration, or a related field (required).
  • Master's degree in Finance or Business Administration (MBA) (preferred).
  • Certified Public Accountant (CPA) or Certified Management Accountant (CMA) designation (preferred).
  • Minimum of 10 years of progressive financial leadership experience, including at least 5 years in healthcare, preferably in a community health center or similar setting.
  • Minimum of 3 years of grant management experience, including compliance with federal and state grant regulations.
  • Experience in nonprofit financial oversight, including IRS reporting and compliance (preferred).
  • Strong knowledge of Clinically Integrated Networks (CIN) (preferred).
  • Experience in revenue cycle billing and management (preferred).
