About the position

The Chief Financial Officer (CFO) of Petersburg City Public Schools (PCPS) is responsible for overseeing all financial operations within the school division. This role involves providing leadership in financial management, ensuring compliance with laws and regulations, and implementing best practices in budgeting, accounting, and financial reporting. The CFO collaborates with various stakeholders to achieve the division's financial goals and supports the Superintendent in strategic planning and resource allocation.

Responsibilities

  • Supervises the budgeting, accounting, and reporting of all PCPS funds.
  • Coordinates the preparation of the division's annual operating and capital improvement budgets.
  • Collaborates closely with Human Resources on position control during budget development.
  • Responsible for fixed assets accounting and inventory.
  • Supervises the preparation and distribution of budget documents approved by the Superintendent and School Board.
  • Communicates financial needs to community groups and provides necessary financial data and analysis.
  • Provides accurate and timely financial reports to the Superintendent and School Board.
  • Recommends policies and internal audit procedures for sound fiscal planning.
  • Conducts procurement processes in accordance with PCPS policy and Virginia Public Procurement Act.
  • Administers the division's risk management programs.
  • Oversees the Business and Finance Department and establishes its vision.
  • Supervises and evaluates finance department staff.
  • Facilitates annual audits and prepares accounting schedules for auditors.
  • Prepares analyses of program costs and monitors financial performance.
  • Assists the Buyer on bids/proposals for major projects and oversees the bid process.
  • Provides training and technical assistance on financial management to staff.
  • Approves all vouchers authorizing expenditures and reviews accounts payable batches.
  • Responds to inquiries regarding PCPS financial data and processes.
  • Collaborates with other department leaders to enhance PCPS and City goals.
  • Attends all School Board meetings.

Requirements

  • Bachelor's Degree required; Master's Degree and/or CPA preferred.
  • Five or more years of experience in a supervisory or management position in finance and administration in the public sector, preferably in a public school division.
  • Extensive experience in budgeting, accounting, auditing, payroll, grants management, financial reporting, procurement, and capital planning.
