About the position

The Chief Financial Officer (CFO) at the Mass Transportation Authority (MTA) is responsible for overseeing and managing the financial operations of the organization. This role involves strategic financial planning, budget management, compliance with accounting principles, and ensuring the MTA meets its financial goals. The CFO will work closely with the General Manager to develop finance strategies and will supervise a team to ensure effective financial management and reporting.

Responsibilities

  • Oversee and coordinate the financial affairs of the MTA to meet financial goals and objectives.
  • Collaborate with the General Manager to develop and implement finance strategies aligned with the MTA's Annual Plan.
  • Direct financial planning and accounting practices, and manage relationships with stakeholders and the financial community.
  • Manage grant information and ensure compliance with grant requirements and contracts.
  • Supervise and monitor the performance of assigned staff and manage workflow effectively.
  • Prepare and maintain the Authority's budget and conduct financial analyses to support decision-making.
  • Communicate job expectations and conduct performance management for staff.
  • Administer Accounts Receivable and Accounts Payable processes.
  • Maintain financial records and develop internal controls for compliance and accuracy.
  • Serve as the primary liaison with financial institutions and government agencies.
  • Compile and analyze financial information for reporting and auditing purposes.
  • Install and modify accounting systems and control procedures as needed.
  • Prepare federal, state, and local reports and tax returns.
  • Develop and execute annual Revenue and Cash Flow Budgets for the MTA.
  • Monitor financial progress of grants and prepare variance reports.

Requirements

  • Certified Public Accountant or Master's Degree in a business-related field.
  • At least three years of management experience in the transit industry or equivalent education and experience combination.
  • Strong financial management and operating experience.
  • Exceptional leadership and communication skills.
  • Strong knowledge of budgets and capital management.

Nice-to-haves

  • Previous Total Quality Management experience.
