About the position

The Chief Financial Officer (CFO) is a key executive role responsible for the strategic planning, leadership, direction, and execution of the financial functions of the Virginia Commercial Space Flight Authority (VCSFA). The CFO advises the CEO/Executive Director on financial matters, manages resources to support the Authority's strategic plan, and develops relationships with stakeholders including government officials and private organizations.

Responsibilities

  • Oversee the strategic planning and execution of financial functions for VCSFA.
  • Develop financial strategies and plans that align with VCSFA's goals.
  • Manage all financial activities including budgeting, financial modeling, and compliance with internal controls.
  • Serve as a strategic advisor to the CEO/Executive Director and Board of Directors.
  • Oversee borrowing and financing processes, including bond issuance and management.
  • Identify and implement enterprise-level business systems and financial controls.
  • Prepare and recommend multi-year financial and operational plans and budgets.
  • Analyze financial information and prepare reports summarizing VCSFA's financial position.
  • Ensure compliance with GAAP and prepare required financial reports.
  • Conduct periodic budget reviews with the Executive Leadership Team.

Requirements

  • Bachelor's Degree in Accounting, Finance, Business Management, or a related field; Master's Degree preferred.
  • Considerable experience in management, administration, and stakeholder engagement.
  • Preferred certifications include CPA, CMA, or CGFM.
  • Extensive knowledge of state government management processes and budget development.
  • Demonstrated knowledge of financial data analysis and reporting.
