About the position

The Chief Financial Officer (CFO) for the City of Taylor, TX, is responsible for managing the day-to-day operations of the Finance Department, including budget preparation, policy development, and financial reporting. The CFO plays a crucial role in strategic and tactical budget management, financial forecasting, and securing funding, while ensuring compliance with legal requirements and enhancing the financial status of the city.

Responsibilities

  • Manage the results and resources of the Finance Department and Utility Billing Office efficiently and effectively.
  • Oversee the utility billing program to ensure high levels of customer service and monitor utility revenues.
  • Direct the Annual Operating Budget preparation process, ensuring coordination among departments and compliance with Council guidelines.
  • Provide financial policy guidance and analytical support for special projects, including economic development and grant projects.
  • Supervise the development of monthly financial reports for the City Council and regulatory bodies.
  • Collaborate with independent auditors during the annual audit and ensure resolution of audit issues.
  • Ensure compliance with state and local legal requirements regarding city funds and purchasing processes.
  • Manage the city treasury management program, monitoring investments and cash flow for expenditures.
  • Oversee debt administration to ensure compliance with bond covenants and maintain relationships with financial advisors and agencies.
  • Provide quality customer service to city staff and the public.

Requirements

  • Bachelor's degree in Accounting, Finance, Business, or Public Administration.
  • At least five years of prior municipal governmental finance or related experience, including management/supervisory experience.
  • Knowledge of generally accepted accounting principles (GAAP) and financial management principles.
  • Experience with computerized accounting systems and fiscal management.

Nice-to-haves

  • Master's degree in a related field.
  • Certified Public Accountant (CPA) designation.
