About the position

The Chief Financial Officer (CFO) of the City of Roswell, Georgia, plays a pivotal role in overseeing the financial operations and strategic direction of the city. Reporting directly to the City Administrator, the CFO is responsible for coordinating and directing the activities of various city departments, including Finance, Procurement, Human Resources, and Information Technology. This position requires a comprehensive understanding of municipal finance, public administration, and the ability to lead complex projects that align with the city's strategic initiatives. The CFO will ensure compliance with federal, state, and local laws while maintaining the integrity of the city's financial records and operations. In this role, the CFO will assume full management responsibility for assigned functions and services, directing the work plans for these areas and providing supervision on key projects. The CFO will also be tasked with conducting financial forecasting and long-term planning, identifying potential financial risks, and developing strategies to mitigate them. A significant aspect of the role involves leading the city's human resources and information technology functions, ensuring that these areas align with the city's goals and objectives. The CFO will also play a crucial role in the preparation and presentation of the city's annual operating and capital improvement budgets, working closely with the Finance Department staff. Responsibilities

  • Assumes full management responsibility for assigned functions, services, and activities of the City including the Finance Department, Procurement Division, Human Resources, and Information Technology.
  • Plans and directs the work plan for assigned functions; assigns projects and programmatic areas of responsibility; provides direction and supervision on key projects.
  • Ensures compliance with internal controls, established policies and procedures, and applicable federal, State, and City laws, ordinances, and resolutions.
  • Maintains accurate financial records and ensures compliance with all relevant laws, regulations, and accounting standards.
  • Coordinates the selection, implementation, and administration of the City's automated financial management system.
  • Conducts financial forecasting and long-term planning to support the city's strategic initiatives.
  • Provides leadership and direction of the city's human resources and information technology functions.
  • Establishes the procurement and contracts process, ensuring transparency and accountability.
  • Assists in the preparation, coordination, review, and presentation of the City's annual operating and capital improvement budgets.
  • Coordinates and participates in providing responsible staff assistance and professional analysis and advice to the City Administrator, City Council, and other City boards and commissions.
  • Establishes and maintains effective working relationships with the City's county, state, and federal delegations.
  • Provides input on operational considerations during budget discussions, focusing on staffing requests and proposing alternative methods of achieving departmental and/or City service needs.
  • Directs the implementation of the City's policies and programs to ensure effective implementation of the City Council's goals and objectives.
  • Analyzes existing operating procedures on a citywide basis, recommending revisions or new procedures to promote efficient, effective, and consistent delivery of services.
  • Responds to and resolves difficult and sensitive inquiries and complaints.

Requirements

  • Bachelor's degree from an accredited college or university with major coursework in public administration, finance, accounting, business administration, economics, or a related field.
  • Ten years of progressively responsible professional experience in municipal government or public sector management, including at least five (5) years of administrative or supervisory responsibility at the senior managerial or executive leadership level.
  • Possession of a valid Georgia Class C driver's license.
