About the position

The Chief Financial Officer (CFO) at the Housing Authority of San Joaquin County (HACSJ) in Stockton, CA, is a pivotal leadership role responsible for shaping the financial strategy of the organization. This position oversees a budget exceeding $50 million and leads a collaborative team of approximately five individuals. The CFO will work closely with the Executive Director and other department heads to ensure effective financial operations, compliance with regulations, and the overall financial health of the organization, which serves over 19,000 individuals through affordable housing programs.

Responsibilities

• Direct budgeting, accounting, and auditing functions for the Authority.
• Monitor the annual budget and control expenditures.
• Develop policies and procedures for financial operations.
• Review Request for Proposals and ensure appropriate insurance programs are in place.
• Assist in developing, monitoring, and updating the Agency Plan.
• Manage the Finance Department's strategic goals and objectives.
• Prepare cash flow availability information for investment of excess revenues.
• Oversee reviews and audits conducted by HUD and prepare responses as required.
• Provide staff assistance to the Executive Director and participate in various committees.

Requirements

• Graduation from an accredited four-year college or university with major course work in Accounting, Finance, Business Administration, or related field.
• Five years of increasingly responsible experience in financial management accounting or related field.
• At least three years of administrative and supervisory responsibility.

Nice-to-haves

• Mastery of accounting practices and processes including GAAP, GASB, and FASB.
• Knowledge of Public Housing and tax credits programs, laws, rules, and regulations.
