About the position

The Chief Financial Officer (CFO) for Montgomery County Public Schools (MCPS) is responsible for planning, directing, and managing all financial operations and long-range planning activities. This role ensures that the financial services program aligns with the district's overall strategy, overseeing the development and implementation of the Operating Budget and Capital Improvement Plan. The CFO serves as the principal advisor to the Board of Education and the superintendent on fiscal management and planning, ensuring compliance with all relevant laws and regulations.

Responsibilities

  • Plan, direct, coordinate, and maintain an integrated financial services program for MCPS.
  • Oversee the development and implementation of the Operating Budget and Capital Improvement Plan.
  • Ensure effective leadership and management of all financial accounting operations.
  • Establish financial policies, procedures, controls, and reporting systems.
  • Oversee cash management, cost accounting, and accounts receivable/collection.
  • Collaborate with staff to support schools with accounting and fiduciary responsibilities.
  • Review fiscal data for decision making and monitor financial activities.
  • Serve as the principal advisor to the Board of Education and superintendent on fiscal management.

Requirements

  • Bachelor's degree required with at least 10 years of recent experience in budgeting and finance, or a Master's degree with at least five years of recent experience.
  • Experience in supervising employees and demonstrated progressive leadership responsibilities.
  • Thorough knowledge of federal, state, local, and Board of Education laws, policies, regulations, and procedures related to financial management.
  • Considerable knowledge of budget and financial management principles and practices.
  • Strong leadership, team, and project management skills.

Nice-to-haves

  • Certified Public Accountant certification preferred.
  • Familiarity with collective bargaining processes.
  • Knowledge of generally accepted accounting principles (GAAP) and GASB concepts.
