About the position

The Chief Financial Officer (CFO) of the United States Institute of Peace (USIP) serves as a key executive responsible for overseeing the financial strategy and operations of the organization. This role is pivotal in advising the President and CEO on all financial matters, ensuring that financial considerations are integrated into the Institute's strategic decision-making processes. The CFO will lead the accounting, budgeting, and contracting functions, providing insights on financial trends, risks, and opportunities to the Board of Directors and other stakeholders. The position requires a strong commitment to transparency and effective communication regarding the organization's financial outlook and strategic initiatives. In addition to strategic leadership, the CFO will manage the financial resources of the Institute, developing and maintaining an integrated process for planning, budgeting, accounting, and financial management. This includes overseeing the preparation of annual and multi-year budgets, conducting scenario planning, and managing the Institute's capital investment strategy. The CFO will also be responsible for ensuring compliance with legal and regulatory requirements, developing accounting policies, and maintaining internal controls to safeguard the Institute's assets. The CFO will lead and mentor the Office of Finance, fostering a collaborative work environment and ensuring high performance among staff. This role also involves close coordination with other management functions, including Human Resources and Facilities, to enhance operational efficiency and effectiveness. The CFO will play a critical role in supporting the COO in various operational matters and will be expected to perform other duties as assigned, contributing to the overall mission of USIP in promoting peace and conflict resolution worldwide.

Responsibilities

  • Act as the primary financial advisor to the CEO and Board, offering insights on financial trends, risks, and opportunities.
  • Serve as the Management Liaison to the Board Audit and Finance Committee and support other Board committees as required.
  • Prepare and present financial forecasts, plans, and updates to the Board, donors, and other stakeholders.
  • Advise the CEO and Board on financial risk management strategies and develop plans to mitigate financial risks.
  • Lead financial management of Institute resources, ensuring effective planning, budgeting, accounting, and financial management processes.
  • Develop and refine multi-year financial forecasts that align with the Institute's strategic goals.
  • Oversee the preparation of annual and multi-year budgets, working closely with department heads and senior management.
  • Conduct scenario planning to assess the financial impact of various strategic decisions.
  • Manage the Institute's capital investment strategy, ensuring alignment with financial goals.
  • Develop, implement, and maintain accounting policies and procedures to ensure compliance with regulations.
  • Establish and monitor internal controls to safeguard the Institute's assets and ensure accurate financial reporting.
  • Oversee the maintenance and use of financial systems and software for effective financial management.
  • Serve as the principal liaison between the Institute and independent external auditors.
  • Ensure procurement and contracting activities comply with legal and donor requirements.
  • Lead and mentor the Office of Finance, providing guidance and support for professional development.
  • Ensure coordination of finance teams with other management functions of the Institute.

Requirements

  • Master's degree in accounting, finance, public administration or relevant field is required.
  • Certified Government Financial Manager (CGFM) is strongly preferred.
  • Expert knowledge of federal financial programs including governmental budgeting and internal control management.
  • Proven experience leading the finance function with a diverse staff population.
  • Demonstrated skill in policy development and strategic planning for a major organization.
  • Experience in an organization with offices in multiple locations around the world.
  • Exceptionally strong management skills, including the ability to organize and motivate others.
  • Demonstrated skill in developing innovative management concepts to meet program goals.
  • Ability to capture and utilize current and emerging information technology in financial management.
  • Excellent organization and leadership skills supervising financial activities.

Nice-to-haves

  • Certified Public Accountant (CPA) is a plus but not required.
  • Understanding of the substantive issues involved in conflict prevention and resolution.
