About the position

The Chief Financial Officer (CFO) for the Indiana State Board of Accounts (SBOA) will be a key member of the leadership team, responsible for driving and executing the agency's strategic financial and budget objectives. This role encompasses oversight of accounting, finance, forecasting, and strategic planning, ensuring fiscal management and compliance with state and federal regulations. The CFO will lead the finance team, providing timely analysis and recommendations to enhance the agency's financial operations and accountability.

Responsibilities

  • Provides leadership in the development and evaluation of strategic financial objectives.
  • Oversees the total fiscal management and operation of the agency.
  • Serves as a strategic partner with executive management to implement business solutions in finance and accounting.
  • Ensures timely and accurate analysis of budgets, financial trends, and forecasts.
  • Consults with and directs staff on operational matters to ensure compliance with policies and procedures.
  • Ensures completion and compliance of budget submissions and financial reporting.
  • Implements and maintains internal financial controls in accordance with Governmental Accounting Standards.
  • Analyzes and improves the cost-effectiveness of agency operations.
  • Monitors and analyzes monthly operating budgets and expenditures.

Requirements

  • Master's Degree and 7+ years of experience, or
  • Bachelor's Degree and 9+ years of experience, or
  • Associate's Degree and 11+ years of experience, or
  • At least 13+ years of relevant experience in finance and accounting.
  • Broad knowledge of finance, accounting, budgeting, and cost control principles.
  • Extensive knowledge of state and federal accounting and budgeting laws and policies.
  • Strong ability to use automated financial reporting systems, specifically PeopleSoft Financials.
  • Ability to formulate sound recommendations and make decisions considering operational impacts.
  • Ability to establish effective working relationships with management at all levels.
  • Thorough knowledge of grant management and procurement procedures.
