The Chief Financial Officer (CFO) at the West Virginia Network for Educational Telecomputing (WVNET) is a pivotal leadership role responsible for overseeing all financial aspects of the organization. This position entails comprehensive fiscal budget management, financial planning, financial reporting, and the establishment of internal controls to ensure the organization's financial health. The CFO will play a crucial role in analyzing the financial position of WVNET, developing and monitoring budgets, and ensuring financial stability and growth. The CFO will also be tasked with preparing, revising, and submitting the fiscal budget and State Appropriation Request to the West Virginia Department of Revenue and the State Budget Office, ensuring compliance with all necessary amendments and regulations. In addition to budget management, the CFO will oversee accounts payable, accounts receivable, contracts, cash management, and purchasing. This role requires the preparation and submission of annual audited financial statements and reports, as well as managing the operation of two separate financial systems: wvOASIS and Banner. The CFO will advise the Executive Director on critical budget and spending issues, prepare ad hoc reports, and review financial progress to make necessary adjustments in expenditure and revenue areas. Furthermore, the CFO will be involved in high-level decision-making processes, emphasizing budgetary impacts and assisting in the development of the annual budget proposal for submission to the Higher Education Policy Commission. The CFO will also supervise payroll, purchasing, accounting, and auditing functions, participate in contract negotiations, and serve as the principal contact on financial issues with various state offices and higher education institutions. This role requires a deep understanding of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) standards, as well as strong analytical reasoning and problem-solving skills. The CFO will lead short- and long-range financial planning activities and oversee personnel within the Business Office department, ensuring effective management and organizational skills are applied throughout the department.
