The City of Fayetteville is seeking a Chief Financial Officer (CFO) who is a collaborative, approachable, and accountable finance professional. This position requires significant knowledge of GAAP accounting, familiarity with Oracle systems, and experience in process improvement and policy implementation. The CFO will oversee the finance department, which manages Accounts Payable, Accounts Receivable, Collections, Payroll, Cash and Debt Management, and Risk Management. The ideal candidate will be high-energy and demonstrate impressive aptitude and drive, with a hands-on approach to building and sustaining foundational and enhanced processes, systems, and reconciliations. The CFO will work strategically to position the department for success, striving for overall excellence and recognition from the Government Finance Officers Association (GFOA) for its Annual Comprehensive Financial Report (ACFR). Key priorities include reducing turnover, investing in staff training and development, overseeing the implementation of various projects, and ensuring compliance with NC and federal laws and regulations. The CFO will also focus on rebuilding the department's reputation and establishing a culture of collaboration, trust, and open communication. This role reports to the City Manager and oversees a finance department with 31 staff members, including 4 direct reports. The CFO is responsible for ensuring compliance with generally accepted accounting principles, efficiently procuring goods and services, preparing financial statements, investing city funds, and maintaining records concerning the city's bonded debt and other obligations. The City of Fayetteville operates under a council-manager form of government and has a budget of $321 million, supported by a tax rate of $0.4995 per $100 of assessed tax value.
