About the position

The Chief Financial Officer (CFO) of the Agency of Education (AOE) is responsible for overseeing the finance division, which includes managing complex budgets, accounting, compliance, and risk management. The CFO will lead professional accounting work, ensure compliance with accounting principles, and manage fiscal operations for various programs. This role requires regular communication with state and federal leaders and involves significant independence under the direction of the Secretary of Education. The position allows for remote work within Vermont and contiguous states, with some in-office requirements.

Responsibilities

  • Oversee the AOE finance division, including Education Finance, Accounting, and Compliance and Risk Management Units.
  • Manage complex budgets with various funding sources.
  • Lead professional accounting work, ensuring compliance with accepted accounting principles and standards.
  • Develop and manage budgets, auditing, and internal controls for fiscal operations.
  • Administer fiscal functions for special or federal programs.
  • Communicate regularly with state and federal leaders, legislators, and partner organizations.
  • Attend public meetings and hearings, and testify before the Legislature.

Requirements

  • Master's degree in accounting, business or public administration, or a related field AND five years of professional level accounting experience.
  • Bachelor's degree in accounting or a related discipline with 20 credit hours in accounting and eight years of professional level fiscal operations experience.
  • Four years or more as a Financial Director III with the State of Vermont.
  • Three years or more experience as a Financial Director IV with the State of Vermont.

Nice-to-haves

  • Professional to executive level experience in a State Agency.
  • Experience working with the VISION system (PeopleSoft financial management system).
  • Master's degree in public administration, business administration, or a related degree program.
  • CPA or similar certification.
