About the position

The Chief Financial Officer (CFO) is a pivotal role within the organization, responsible for directing the operations of the Finance Division and providing strategic financial guidance. This position is crucial for managing the financial health and sustainability of the organization, ensuring compliance with regulatory standards, and overseeing all aspects of governmental finance, accounting, and budgeting. The CFO will plan, organize, and direct major programs and activities within the Finance Division, which includes financial operations such as financial accounting and reporting, payroll, grant accounting, accounts payable and receivable, cash receipting, capital assets, and budget development. Additionally, the CFO will engage in administrative and financial planning, developing both short- and long-range plans to support the organization's objectives. The responsibilities of the CFO are diverse and encompass a wide range of duties. This includes supervising, leading, and mentoring the finance staff, as well as training the finance team to ensure they are equipped to meet the organization's financial goals. The CFO will also plan, manage, review, and evaluate contracts and procurement activities, ensuring that all financial accounting activities are conducted in accordance with standards set by the Governmental Accounting Standards Board and other governing bodies. Furthermore, the CFO will be responsible for directing and administering complex employee pension and benefit plans, ensuring that the organization adheres to all relevant laws and regulations. The ideal candidate for this role will possess a strong background in Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) regulations, and financial management principles. They will have experience in budgeting, accounting, and reporting systems, as well as knowledge of federal and state laws related to public transportation. The CFO will also need to demonstrate effective leadership and management skills, with a proven ability to supervise and mentor staff effectively. Responsibilities

  • Supervise, lead, and mentor finance staff.
  • Train the finance team to enhance their skills and performance.
  • Plan, manage, review, and evaluate contracts and procurement activities.
  • Organize, direct, and control the agency's financial accounting activities.
  • Develop, analyze, and implement financial procedures and policies.
  • Ensure accounting processes conform to standards set by the Governmental Accounting Standards Board and other governing bodies.
  • Direct, administer, and formulate policies for complex employee pension and benefit plans.

Requirements

  • Bachelor's Degree in Accounting, Finance, or a related field.
  • Ten years of progressively responsible experience in finance or accounting, with at least seven years in government, transportation, or a relevant area.
  • Five years of supervisory or management-level experience in finance or accounting.
  • Experience in financial statement and budget preparation is required.
  • Certified Public Accountant (CPA) certification is preferred.

Nice-to-haves

  • Experience with Sage MAS500 Accounting Software.
  • Familiarity with procurement software including OpenGov, ADP WorkforceNow, ExecuTime, and Munis Enterprise Spreadsheets.
