About the position

Marin Community Clinics (MCC), established in 1972, is a multi-clinic network that provides a comprehensive range of integrated primary care, dental, behavioral, specialty, and referral services. As a Federally Qualified Health Center (FQHC), MCC serves nearly 40,000 individuals annually in Marin County, receiving national recognition from the Health Resources and Services Administration (HRSA) for its commitment to health services. The Chief Financial Officer (CFO) plays a pivotal role in ensuring the financial health and sustainability of the organization, reporting directly to the Chief Executive Officer (CEO) and regularly interacting with the Board of Directors (BOD). The CFO is tasked with overseeing the financial operations of MCC, ensuring compliance with state and federal regulations, as well as grant requirements. This includes leading the annual budgeting process, producing monthly financial statements, and performance measurement reports for the BOD and internal management. The CFO is also responsible for maintaining accounting principles, practices, and procedures in accordance with generally accepted accounting principles (GAAP). In this role, the CFO will maintain all accounting records and will be responsible for the development, analysis, and interpretation of statistical and accounting information to evaluate operating results in terms of costs, budgets, policies, trends, billing, collections, and revenue enhancement opportunities. The position requires a strong background in financial management within healthcare and/or non-profit environments, with a minimum of 5-10 years of experience preferred. The CFO will also oversee auditing, accounting, purchasing, insurance, investing, and long-range forecasting processes, ensuring that all financial reporting data is accurate and timely. The CFO will serve as staff to the Finance Committee of the BOD, directing and analyzing studies of economic, business, and financial conditions that impact the organization’s policies and operations. This role includes providing orientation, direction, supervision, and evaluation of finance department staff, while also facilitating teamwork across departments. The CFO will participate in the executive leadership team to develop organizational goals and strategies, design policies, and coordinate activities, and will lead research efforts related to strategic service line growth when requested by the CEO. Other duties may be assigned as necessary.

Responsibilities

  • Maintains all financial records according to financial and accounting policies and procedures that conform to generally accepted accounting principles.
  • Monitors MCC's financial performance and ensures the financial reporting data is accurate and timely.
  • Presents financial statements and audits to the CEO and the BOD.
  • Works with the executive leadership team to develop the organization's budget and provides ongoing oversight of the organization's performance relative to its budget.
  • Oversees auditing, accounting, purchasing, insurance, investing, and long-range forecasting processes.
  • Monitors monthly billings to grantor sources and ensures submission of all reports and deposits required by law.
  • Establishes and ensures compliance with adequate internal financial controls to safeguard the assets of the clinic.
  • Responsible for the timely and accurate reporting of funding and resultant financial information to federal, state, county, and local agencies.
  • Serves as staff to the Finance Committee of the BOD.
  • Directs and analyzes studies of general economic, business, and financial conditions and their impact on the organization's policies and operations.
  • Oversees and directs the preparation and issuance of the organization's annual report.
  • Provides orientation, direction, supervision, and evaluation of finance department staff.
  • Facilitates interaction and teamwork with other departments.
  • Participates as a member of the executive leadership team to develop organizational goals and strategies, design organizational policies, and coordinate organizational activities.
  • Leads research efforts related to modeling of strategic service line growth and leads proforma development activities when requested by the CEO.
  • Attends BOD and Finance Committee meetings as directed by the CEO.

Requirements

  • Bachelor's degree in accounting or business administration; master's degree and CPA credential preferred.
  • A minimum of 5-10 years' management accounting and financial management experience in health care and/or non-profit environment.
  • Previous experience with public and private grants, and the related accounting, reporting and review processes.
  • Prior Federally Qualified Health Center (FQHC) experience is required; California FQHC work history highly desired but not required.
  • Knowledge of PPS reimbursement, PPS rate setting, PPS reconciliation, Medicare cost reporting, 340b programming, and FQHC APM are highly desirable.
  • Significant prior experience working with California's Medi-Cal program on PPS rate adjustments is also valuable.
  • Experience in developing and implementing procedures and systems in a growing and changing organization.

Nice-to-haves

  • Knowledge, skill and experience in Information Systems are also preferred.
  • Familiarity with organizational change management principles in a healthcare environment.
