About the position

The Chief Financial Officer (CFO) serves as the Director of the Office of Financial Management, Planning & Evaluation at the Consumer Product Safety Commission (CPSC). This role is pivotal in overseeing financial management services, including strategic planning, budgeting, internal control, and enterprise risk management. The CFO advises the Executive Director on fiscal resource management and ensures alignment with the agency's strategic goals and performance outcomes.

Responsibilities

• Advise and assist the Executive Director in managing the agency's fiscal resources.
• Provide oversight and analysis of Commission resources to ensure alignment with strategic goals.
• Establish policies and procedures for budgetary resource utilization and compliance with federal regulations.
• Lead financial workforce teams to maintain integrated financial management systems.
• Monitor budget execution and prepare timely financial and performance reports.
• Serve as the agency's Performance Improvement Officer, conducting performance reviews and supporting goal selection.
• Develop and lead internal control review programs consistent with OMB circular A-123.

Requirements

• U.S. Citizenship is required.
• Background investigation required for employment.
• Demonstrated experience leading financial management functions including budget formulation and execution.
• Comprehensive knowledge of the Government Performance and Results Modernization Act.
• Knowledge of the federal budget appropriations cycle and execution processes.
