About the position

The Chief Financial Officer (CFO) at ANSER plays a pivotal role in leading the financial management of the organization, ensuring its financial health and success. Reporting directly to the CEO, the CFO is a key member of the executive leadership team and is responsible for driving profitable growth while aligning with the company's values and commitment to excellence in service delivery and customer satisfaction. This position requires a strategic thinker who can establish a data-driven financial management framework to effectively plan, project, and manage the company's financial and business plans. The CFO will oversee the establishment of sound financial systems, processes, and controls that enable the finance function and operations to thrive. In this role, the CFO will manage the overall financial health of the organization, focusing on both short and long-term revenue and cost structures, pricing strategies, margin management, and working capital management. The CFO will ensure timely billing and associated controls, manage relationships with banks and financial institutions, and ensure compliance with all external reporting obligations. The position also involves providing meaningful insights and analytics to management for effective business management across various levels, including corporate, business unit, and contract vehicle. The CFO will lead the analysis of external relationships and acquisition candidates, ensuring the achievement of financial targets through systematic planning and management of operating and financial performance. This role requires a proactive approach to enhancing systems and processes to assure accuracy and timeliness of reporting, maintenance of financial controls, and alignment with risk and contractual commitments. The CFO will also be responsible for preparing proposal costing and incurred cost support documents, maintaining accurate records of payments, and ensuring compliance with regulatory requirements. Overall, the CFO is expected to foster a positive relationship with banks and external funding institutions while leading the finance team to achieve organizational goals.

Responsibilities

  • Own the overall financial health of the organization, focusing on the company's short and long-term revenue and cost structure, pricing, margin management, and working capital management.
  • Establish a data-driven financial management framework to plan, project, and manage financial and business plans and results.
  • Establish sound financial systems, processes, and controls to enable the finance function and operations.
  • Ensure timely billing and associated controls; manage use and deployment of funds/cash, ensuring no write-offs and timely settlement of external commitments.
  • Manage relationships with banks and other financial institutions in the U.S. and elsewhere.
  • Ensure compliance with all external reporting obligations to customers, IRS, and other supervising and tax/governance.
  • Establish meaningful insights and analytics for management to allow proper business management at all levels: corporate, business unit, customer, contract vehicle, etc.
  • Participate/lead analysis of external relationship/acquisition candidates and structuring of the deal framework.
  • Achievement of financial targets across the enterprise through systemic planning and management of operating and financial performance.
  • Enhancement of systems and processes to assure accuracy and timeliness of reporting and analytics, maintenance of financial and internal controls, alignment with risk and contractual commitments.
  • Compliance with external bodies and audit requirements.
  • Positive relationship with banks and external funding and investing institutions.
  • Prepare proposal costing and incurred cost support documents for proposals.
  • Keep accurate records of incoming and outgoing payments to the organization.
  • Prepare and submit monthly billing invoices.
  • Provide necessary financial reports to CEO.
  • Conduct reconciliation of all accounts on an as needed basis.
  • Maintain and balance the general ledger in an accurate, complete, and up-to-date manner including depreciation schedules etc.
  • Perform all activities related to the accounts payable function including reviewing, coding, and processing payments.
  • Perform account receivable functions including invoicing, deposits, collections, and revenue recognition.
  • Ensure the timeliness and accuracy of payroll submissions.
  • Complete reports required by regulatory agencies. Review and evaluate policy and practices for compliance to Cost Accounting Standards (CAS) and Federal Acquisition Regulations (FAR) cost principles. Look for and provide solutions for accounting irregularities.
  • Evaluate monthly indirect pool rate calculations for government cost monitoring.
  • Local point-of-contact for Government Compliance accounting questions.

Requirements

  • Bachelor's degree in accounting, finance, or related discipline and twenty (20) or more years of directly related experience, or an equivalent combination of education and experience.
  • US Citizenship, Permanent Residency or other status as a U.S. Person required. Must be able to satisfy federal government requirements for access to government information.
  • Proficient skills in Government Accounting Software and Platforms - QuickBooks, MS Office, and especially Excel.
  • Solid understanding of GAAP.
  • Government Contractor, FAR Cost Principles, and CAS experience.
  • DFARS Business Systems audit experience.
  • Experience with Unanet ERP.
  • Collaborating with the CEO and leadership team in guiding profitable growth.
  • Proven ability to support strategic planning for corporate growth and financial resilience.
  • Establishment of a strong financial management function and discipline with a foundation of modern systems and controls.
  • Promoting an enterprise-wide focus on data-driven financial planning, budgeting, analytics, and performance management built on strong accounting and management reporting capabilities.
  • Statutory and other external reporting requirements, especially for customers in the public sector.
  • Strategic planning and corporate development initiatives, including M&A and joint venture/partnership.
  • Strong intercultural competence, interpersonal communication, planning, and organizational skills.
