The City of Fayetteville is seeking a Chief Financial Officer (CFO) who is a collaborative and accountable finance professional with a strong background in GAAP accounting and familiarity with Oracle systems. This position is crucial for managing the city's finance department, which oversees various functions including Accounts Payable, Accounts Receivable, Collections, Payroll, Cash and Debt Management, and Risk Management. The new CFO will play a vital role in ensuring the financial health of the city, which is focused on significant investments in housing, infrastructure, and personnel to support its community, particularly in navigating the challenges posed by its transient military culture. The ideal candidate will be high-energy and approachable, demonstrating the ability to build and sustain effective processes and systems. This hands-on role requires a technically skilled professional who can work swiftly yet strategically to position the finance department for success, aiming for excellence and recognition from the Government Finance Officers Association (GFOA) for its Annual Comprehensive Financial Report. The CFO will also be responsible for day-to-day operations while prioritizing initiatives that reduce turnover, invest in staff training, and foster a culture of service and collaboration within the department. Key responsibilities include overseeing the implementation of various projects such as audit preparation, HR module integration, and revisions of the ERP system. The CFO will evaluate and revise the organization's accounting and reporting processes to ensure compliance with North Carolina and federal laws. Additionally, the CFO will work to rebuild the department's reputation, establish a culture of trust and open communication, and assess grant management practices to ensure compliance with federal and state regulations. The City of Fayetteville operates under a council-manager form of government, employing over 1,800 full-time and 300 part-time seasonal employees across 19 departments. The CFO will report directly to the City Manager and will oversee a team of 31 staff members, including four direct reports. The position requires a strong understanding of municipal budgeting, financial modeling, and innovative revenue generation methods, as well as the ability to communicate financial data effectively to a diverse group of stakeholders.
