About the position

The Chief Financial Officer (CFO) at APLA Health plays a pivotal role in ensuring the financial health and sustainability of the organization, which is dedicated to providing comprehensive healthcare services and advocacy for marginalized communities. Reporting directly to the Chief Executive Officer, the CFO is responsible for all finance functions within the organization and leads the Finance department. This position encompasses a wide range of responsibilities, including the development and maintenance of a strategic plan for controlled growth, overseeing the annual budget, and managing the expansion and development of programs and sites. The CFO will prepare or direct the preparation of monthly financial statements, conduct daily cash flow analysis, maintain general ledger accounts, manage fixed asset inventory, and oversee annual financial audits as well as other scheduled audits conducted by funding agencies. In addition to standard CFO duties, the role requires establishing and maintaining financial policies and protocols in accordance with generally accepted accounting principles and other requirements applicable to funding of a Federally Qualified Health Center (FQHC). The CFO will serve as a corporate officer of APLA Health & Wellness, directing the preparation of all financial reports, including income statements, balance sheets, and operational performance reports for the Board of Directors and Committees. The position also involves overseeing the accounting department and budget preparation, ensuring compliance with relevant laws and regulations, and managing contracts, grants, and other legal agreements that align with the organization's mission. The CFO will provide ongoing assessment and analysis of the financial health of APLA Health, offering strategic financial input and leadership on key agency partnerships. This role requires regular interaction with department heads to provide direction on finance and budget matters, as well as assisting the CEO in implementing the agency's mission and goals. The position demands a high level of professionalism, leadership, and the ability to make difficult decisions in a fast-paced environment.

Responsibilities

  • Serve as a Corporate Officer of APLA Health & Wellness.
  • Direct the preparation of all financial reports, including income statements, balance sheets, and monthly financial and operational performance reports to the Board of Directors and Committees.
  • Oversee accounting department and budget preparation, including overall agency budgets and FQHC program budgets.
  • Maintain knowledge of new authoritative pronouncements and legislation related to accounting that affects non-profit organizations.
  • Review reports to analyze projections of agency revenue and profit against actual figures and budgeted expenses.
  • Provide ongoing assessment and analysis of financial health to the Executive Management Team and Board of Directors.
  • Manage and oversee APLA Health's contracts, grants, and other legal agreements.
  • Develop budgets and financial materials for FQHC-related grant submissions and reporting.
  • Prepare and submit annual Medicare Cost Reports and oversee audits of these reports.
  • Act as primary liaison for banking and investment relationships.
  • Ensure fiscal compliance with relevant laws and regulations through appropriate policy development and training.
  • Serve as primary liaison to the Treasurer of the Board of Directors and the Chairs of the Audit and Finance Committees.
  • Directly supervise Controller- Finance and Controller-Grants and indirectly supervise other finance staff.
  • Responsible for the organization's financial risk management functions.
  • Provide strategic financial input and leadership on key agency partnerships.
  • Meet regularly with department heads to offer direction on finance/budget matters.
  • Assist the CEO in implementing the mission and goals of the agency.

Requirements

  • A minimum of a bachelor's degree in a business-related or administrative major with substantial experience in a similar position.
  • Master's level degree in accounting or related field strongly preferred.
  • Previous experience working within a managed care environment strongly preferred.
  • Minimum five years hands-on experience in a related administrative position in a health care organization.
  • Demonstrated ability to plan and direct financial operations and make difficult decisions.
  • Minimum five years previous experience successfully managing employees on a direct supervisory basis.
  • Current, relevant, and substantial knowledge of billing matters related to health center revenue sources and third party payors required.
  • Excellent written and verbal communication skills required.
  • Proficiency in MS Word, Excel, and PowerPoint.
  • Demonstrated ability to work effectively as part of a team in collaborative settings.
