About the position

The Chief Financial Officer (CFO) of the Department of Small Business Services (SBS) is responsible for overseeing a budget exceeding $330 million and managing key business units including Budget, Revenue, Accounts Payable, and Audit. The CFO plays a critical role in ensuring compliance with financial regulations and enhancing the financial operations of the agency and its affiliated non-profits, while providing strategic leadership and guidance to the financial management teams.

Responsibilities

  • Lead all matters relating to financial policies and procedures, budget planning, formulation, presentation, execution, reporting and requirements for financial management systems.
  • Provide leadership, supervision and oversee the operations of the financial management and audit teams including planning, assigning, and directing work; appraising performance; rewarding and coaching; addressing complaints and resolving concerns.
  • Lead financial management activities and an integrated accounting and financial management system including auditable financial reporting and internal controls.
  • Oversee the implementation of programs and processes that ensure robust monitoring of financial transactions and budget execution to achieve compliance with applicable laws and regulations.
  • Serve as Treasurer for two non-profit corporations, overseeing the bookkeeping process and ensuring adherence to tax regulations and best accounting practices.
  • Advise agency leadership on control measures and build consensus regarding strategies for efficient resource allocation.
  • Institute methodologies, organizational practices, and processes to ensure audit readiness and accuracy.
  • Serve as agency liaison with the NYC Comptroller's Office, NYS Department of Labor, and Financial Information Services Agency (FISA).
  • Enhance and/or develop, implement, and enforce financial policies and procedures to improve overall operation and effectiveness.
  • Oversee and advise in the implementation, development, and maintenance of information technology systems for finance.
  • Evaluate the financial management and audit teams' structure and plan for continual improvement.

Requirements

  • A master's degree in economics, finance, accounting, business or public administration, or a Juris Doctor degree from an accredited law school.
  • Two years of satisfactory full-time professional experience in budget administration, accounting, economic or financial administration, or fiscal or economic research, including 18 months in an executive, managerial, administrative, or supervisory capacity.
  • A baccalaureate degree and four years of satisfactory full-time professional experience in relevant areas, including 18 months of executive, managerial, administrative, or supervisory experience.
  • An associate degree or completion of 60 semester credits and six years of satisfactory full-time professional experience, including 18 months of executive, managerial, administrative, or supervisory experience.
  • A four-year high school diploma and eight years of satisfactory full-time professional experience, including 18 months of executive, managerial, administrative, or supervisory experience.
