About the position

The Chief Financial Officer (CFO) at Valley Mountain Regional Center (VMRC) is responsible for overseeing all fiscal operations, including financial analysis, budgeting, and purchasing. The CFO plays a crucial role in ensuring the organization produces timely and accurate financial reports for the Executive Director, Board of Directors, and Department of Developmental Services (DDS). This position requires strong leadership skills to manage the Fiscal Department and collaborate with the Executive Team to maintain financial integrity and compliance.

Responsibilities

  • Supervise and provide leadership to the Fiscal Department staff including Controller, Purchase of Service Manager, Facilities Manager, Financial Analysis Staff and other fiscal staff as required.
  • Direct the preparation of reports and present them to the VMRC Board Finance Committee and the Executive Team as necessary.
  • Consult with other VMRC Executive Team and Division Managers as necessary to generate accurate and timely financial reports and projections.
  • Plan, direct, and coordinate all fiscal functions, including but not limited to bank reconciliations, cash management, audits, fiscal analysis, claims, general ledger, operations, client trust, purchasing, financial analysis and vendor audits in a timely and accurate manner.
  • Provide oversight and leadership for audits conducted by VMRC, DDS, Certified Public Accountant and/or other auditors as required.
  • Participate as an active member of the Executive Team.
  • Prepare VMRC monthly PEP (Pos Expenditure Projections) report, claims, and required reports for submission to the DDS in a timely and accurate manner.
  • Serve as the lead contact with DDS staff on fiscal matters.
  • Attend and participate in meetings of the ARCA Chief Financial Officers group.
  • Comply with VMRC Policies and Procedures.
  • Provide support and information to management and the bargaining team, as needed, during contract negotiations with the collective bargaining unit.
  • Evaluate staff as required and consult with HR on performance issues. Provide ongoing training to new and existing staff assigned to fiscal and purchasing.
  • Oversee all tax filings and related compliance requirements, ensuring that the organization is in compliance with all relevant laws and regulations.
  • Provide leadership and mentorship to the finance team, fostering a culture of continuous improvement and professional development.
  • Other job-related duties as assigned.

Requirements

  • Seven (7) years of increasingly responsible managerial experience in a not-for-profit environment.
  • Bachelor's degree in accounting, business administration, or a closely related field; or five (5) years of increasingly responsible managerial experience in a not-for-profit environment, and knowledge of basic accounting and budgeting for not-for-profit organizations, including quantitative analysis and presentation of data to a volunteer board of directors; or a master's degree in accounting, business administration, or a closely related field may substitute for two years' experience.
  • Must be familiar with the federal and state accepted accounting standards.
  • Knowledge of and use of technology to develop effective and efficient methods to track and report accurate and timely financial information.
  • Knowledge of and/or experience in the California developmental disability services system and/or regional center service system.
