About the position

The Chief Health Actuary at the California Department of Insurance (CDI) is responsible for formulating health actuarial policy and performing advanced actuarial analysis. This role involves supervising the health actuarial staff and ensuring compliance with the Patient Protection and Affordable Care Act (PPACA) and state health reform laws. The position requires routine travel within and outside California and is designated under the Conflict of Interest Code.

Responsibilities

  • Formulate health actuarial policy for the Branch.
  • Perform highly skilled actuarial analysis.
  • Supervise the work of the health actuarial staff.
  • Implement duties required for CDI to comply with PPACA and state health reform laws.
  • Participate in governmental decisions that may affect personal financial interests.

Requirements

  • Extensive managerial and program administration experience.
  • Broad experience in formulating, operating, and evaluating program policies.
  • Knowledge of California State Government organization and functions.
  • Ability to plan, organize, and direct multidisciplinary professional and administrative staff.
  • Demonstrated knowledge of health insurance principles and actuarial science.

Nice-to-haves

  • Experience with medical loss ratio requirements and reinsurance programs.
  • Knowledge of the California Insurance Code and regulations governing health insurance rate filings.
  • Participation in activities of the National Association of Insurance Commissioners.
