About the position

The Chief Information Officer (CIO) at the Oregon Liquor and Cannabis Commission (OLCC) is a strategic leadership role responsible for setting the direction of the agency's information technology resources. The CIO will oversee IT modernization projects, establish technology standards, and collaborate with various stakeholders to enhance the agency's operational efficiency and customer service capabilities. This position plays a critical role in ensuring the agency's technology aligns with its mission and goals while fostering a diverse and inclusive work environment.

Responsibilities

  • Set the strategic direction for the agency's information technology resources.
  • Establish and follow technology standards in collaboration with other agencies and partners.
  • Implement IT modernization projects to improve business operations, data quality, systems security, and customer service capabilities.
  • Serve as a member of the agency executive leadership team to identify, prioritize, and fund technology initiatives.
  • Develop and execute a strategic technology plan aligned with the agency's mission.
  • Direct and oversee the monitoring of IT projects and initiatives.
  • Provide oversight and supervision of IT managers and subordinate IT professionals.
  • Develop and manage the IT biennial budget and budgets for grants or indirect funds.
  • Identify technology key performance indicators (KPIs) and track/report progress over time.
  • Manage IT assets through best practices in financial and inventory management.

Requirements

  • Seven years of supervision, management, or progressively related experience, OR four years of related experience and a bachelor's degree in a related field.
  • Extensive knowledge of information technology policies, practices, and processes, particularly in data security and application development.
  • Strategic thinking with excellent problem-solving, critical thinking, and communication skills.
  • Highly effective interpersonal skills and self-awareness.
  • Ability to manage situations and tailor approaches to individual needs and performance.
  • Experience in developing, implementing, and evaluating strategic organizational goals and IT governance policies.

Nice-to-haves

  • Experience leading the implementation of complex IT systems such as Warehouse Management Systems, Point of Sale systems, and Enterprise Resource Planning systems.
  • Ability to navigate complex socio-political contexts and value diverse viewpoints.
