About the position

The Chief Information Officer (CIO) at Maricopa Community Colleges District Office is a pivotal leadership role responsible for overseeing the information technology strategy and operations across the district. The CIO will work collaboratively with the Information Technology Services (ITS) leadership team and other district divisions to ensure the delivery of reliable, accessible, and secure enterprise systems and infrastructure. This position is crucial in enhancing the student experience by integrating technology solutions that support student services and academic programs. The CIO will provide strategic direction and planning for IT integration and infrastructure, ensuring that resources are allocated efficiently to meet the needs of learners across the system. In addition to operational responsibilities, the CIO will represent the district in IT-related matters with federal and state agencies, corporate entities, and other educational institutions. The role requires a strong commitment to fostering a culture of shared governance, transparency, and collaboration among the district's colleges and divisions. The CIO will also be responsible for developing a long-term technology roadmap that aligns with the district's goals and objectives, ensuring that the IT services provided are innovative and effective. The successful candidate will lead the development and implementation of a district-wide IT strategic plan, monitor performance against established goals, and prioritize staffing needs accordingly. The CIO will also manage the departmental budget, oversee IT service contracts, and ensure compliance with relevant regulations and standards. This role demands a visionary leader who can inspire and motivate a diverse team while promoting professional development and maintaining a high level of service quality.

Responsibilities

  • Provide vision, strategic direction, and planning for information technology integration and infrastructure across MCCCD.
  • Monitor resource allocation to seek economies of scale while maintaining quality of service.
  • Communicate and demonstrate return on investment (ROI) on capital IT infrastructure expenditures.
  • Manage departmental budget and capital investment proposals, proactively managing risks and containing costs.
  • Oversee resource strategies and manage relationships with IT service providers and vendors.
  • Facilitate a work environment that encourages professional development and skill enhancement for ITS staff.
  • Build collaboration among the District's colleges and divisions to achieve overall goals through shared governance.
  • Provide guidance to the Chancellor and Executive Council on IT systems and compliance.
  • Lead project management prioritization and develop a district-wide IT strategic plan.
  • Participate in fundraising ventures and community outreach to enhance student success.

Requirements

  • Master's degree from a regionally accredited institution in education, business, finance, computer science, management information systems, or a related discipline.
  • 8 years of experience in Information Technology, with at least 5 years in technical leadership roles and 3 years in supervisory positions.
  • Demonstrated professional achievement in IT with a commitment to collaboration, shared governance, and efficiency.
  • Experience in program management, project management, budget development, and compliance.

  • Track record of successfully planning and delivering complex IT services in a large organization, preferably in higher education.
