About the position

The Assistant Director for Enterprise Technology Services (ETS) serves as the Chief Information Officer (CIO) for the Health Care Authority (HCA) and is a key member of the agency's Executive Team. This role is pivotal in maintaining and evolving the use of technology to meet business requirements. The incumbent is responsible for coordinating and aligning all information technology and system assets, overseeing system operations, and managing systems development and implementations. The CIO formulates IT policies and standards while applying enterprise architecture principles to strategically set priorities that align with the HCA's mission, goals, and values. In this capacity, the Assistant Director provides executive leadership and strategic vision for the use and operations of technology and information systems across the state. This includes overseeing state information systems that serve over 2.7 million residents of Washington. The position requires close collaboration with federal partners, tribal governments, state agencies, the health care community, and other stakeholders to develop statewide policies regarding information system use. The role emphasizes enterprise architecture and leveraging state investments to achieve organizational goals, necessitating active participation at the national level in technology discussions. The position is eligible for telework but requires frequent in-person attendance at meetings and events, including travel within and out of state as needed. The default work location for all HCA positions is within Washington State, with onsite work frequency varying based on operational needs. HCA may consider out-of-state telework on a case-by-case basis, but this is not guaranteed.

Responsibilities

  • Provide leadership and strategic direction for the development and implementation of a statewide Enterprise EHR Program.
  • Address legal or policy issues to ensure secure information sharing with appropriate privacy protections.
  • Develop collaborative partnerships with internal and external stakeholders and trading partners.
  • Provide advice and direction on evaluation, selection, implementation, and maintenance of information systems, ensuring appropriate investment in strategic and operational systems.
  • Negotiate all IT acquisition contracts, involving other management team members as appropriate.
  • Provide responsive advice, counsel, education, and service to the agency concerning IT issues and trends in the IT industry.
  • Approve, coordinate, and control all projects related to selection, acquisition, development, and installation of major information systems for the agency.
  • Develop and maintain agency IT policies and standards relating to the acquisition, implementation, and operation of information technology systems.
  • Serve as appointing authority for the Enterprise Technology Services division, responsible for recruitment, development, motivation, and retention of management and staff.

Requirements

  • At least five years of management experience, including oversight and supervision of other managers and operations.
  • At least five years of information technology (IT) experience in one or more of the eleven state IT job families.
  • Knowledge of state and federal IT and HIPAA regulations, and other pertinent privacy and security rules.
  • Experience in working collaboratively with all levels of government service including federal, local, tribal governments, and elected officials.
  • Experience in managing and providing vision for information systems/technology.
  • Excellent verbal and written communication skills with a high degree of emphasis on executive interactions.
  • Ability to manage directly and indirectly in areas where influence may be more effective than direct control.
  • Broad base of knowledge on issues related to health care purchasing including state and federal law related to administration of the Medicaid program.
  • Capacity to manage, coach, inspire, and motivate staff to accomplish the administration's mission and goals.
  • Ability to lead and energize staff through large scale, systemic change to reach a common goal.
  • Ability to build effective working relationships with constituents, staff, communities, providers, labor unions, and other state agencies.
  • Capacity to look ahead strategically and envision the organization's role in the future.
  • Responsive to direction from the Director, providing timely, accurate information, and meeting deadlines.
  • Ability to adhere to the highest standards of ethical conduct and personal/professional standards.

  • Statewide experience with enterprise architecture and providing enterprise architecture leadership.
  • Senior IT management level experience at a state government level including managing a large, complex operating budget.
  • Thorough knowledge of state and federal technology and systems issues and environment.
  • Demonstrated knowledge, experience, and accountability in strategic leadership and planning in a complex, multiservice organization.
  • Proven ability to develop strategic plans and set technology direction.
  • Experience in coaching, mentoring, and supporting staff's efforts to succeed.
  • Active contribution to a work environment that embraces diversity and uses diverse perspectives to achieve organizational goals.
  • Comprehensive knowledge of data processing methods, computer software systems, system design and development, business process analysis, and IT infrastructure management.
  • Management and oversight of budgets which include multiple sources of federal and state funds.
  • Graduate level degree with major study in information systems, computer science or closely related field, or equivalent experience.
