About the position

The Chief Information Officer (CIO) at Neighborhood Health Center is responsible for leading the development and implementation of IT strategies that support the organization's mission of providing impactful healthcare. This role involves overseeing IT performance metrics, managing budgets, and ensuring the security and efficiency of health information systems. The CIO will collaborate with senior leaders to enhance clinical operations and maintain compliance with HIPAA standards, while also optimizing the Electronic Health Records (EHR) system and other technology solutions.

Responsibilities

  • Leads the process to develop a new IT strategic plan every 2-3 years in conjunction with developing IT solutions and business processes to support health center success
  • Define IT performance metrics based on the organization's overall objectives; control performance objectives and IT budget
  • Develop, in concert with other senior leaders at NHC, forward-looking models and initiatives that provide insight into the organization's clinical operations, provision of care, and efficiency
  • Plan and manage annual IT work plan and budgetary needs, and maintain an IT roadmap and technology capital budget
  • Work with VPF to ensure timeliness, accuracy, and usefulness of technology related financial and management reporting for federal, state and local funders, and foundations
  • Regularly work to standardize the IT processes across the organization by holding self and staff accountable to use and update policies and procedures
  • Lead and manage projects to optimize the Electronic Health Records (EHR) system and VoIP systems
  • Serve as in-house expert on HIPAA Security, and serve as the HIPAA Security Officer, taking the lead on ensuring that encryption and other standards and best practices are being met
  • Align IT risk management with organization-wide risk management
  • Ensure data interfaces between our EHR and other systems, such as our HIE, remain secure and continue to function, and lead projects to create new interfaces as needed
  • Completes the training for and works as a manager on duty (MOD) one evening each month and during the day on a rotating schedule

Requirements

  • BS or BA Degree required or Master's (preferred)
  • At least 10 years of experience within a Healthcare Information role
  • Experience in a senior role, partnering with executive staff, resulting in development and implementation of IT, information management and business process management strategies
  • Significant experience in and knowledge of all facets of IT, including systems applications, database administration, financial systems, networks, telecommunications, computer hardware and software, etc.
  • Deep experience in troubleshooting and crisis management
  • Experience hiring, developing and coaching teams
  • Excellent analytical and abstract reasoning skills, plus excellent organization skills.
