About the position

The Chief Information Officer (CIO) for the Department of Health (DOH) is responsible for leading the Office of Information Technology (OIT) in a decentralized environment with approximately 750 IT professionals across more than 400 locations. The CIO will provide strategic leadership in IT operations, team development, and IT strategy, ensuring alignment with the agency's goals and addressing challenges in rural areas. This role involves significant supervisory responsibilities, including employee management, performance evaluations, and strategic planning for IT initiatives.

Responsibilities

  • Serve as the Chief Information Officer for the Department of Health.
  • Provide senior management leadership in strategy, IT leadership, team development, and IT operations.
  • Communicate with, motivate, train, and evaluate employees.
  • Develop performance expectations and conduct performance reviews.
  • Contribute to the formulation of business and digital strategies.
  • Advise senior management on emerging technologies and digital trends.
  • Plan for the annual legislative cycle and track funding gaps.
  • Develop an IT vision, strategy, and roadmap.
  • Build strong relationships with business divisions and county offices.
  • Direct the design, planning, implementation, and maintenance of IT infrastructure.
  • Monitor and manage the enterprise information security program.
  • Establish metrics for managing IT Service Management effectiveness.

Requirements

  • At least 15 years of progressive leadership experience in Information Technology.
  • Experience in roles such as CIO, Deputy CIO, CTO, or equivalent.
  • Proficient skills in collaboration, negotiation, team building, and organizational development.
  • Knowledge of IT technologies and trends, as well as laws and regulations.

Nice-to-haves

  • Valid driver's license.
  • Experience with legislative processes and budget requests.
