About the position

The Chief Information Officer (CIO) is responsible for providing leadership and vision for the planning, development, integration, and implementation of systems and services at Cook County Health (CCH). This role involves developing and implementing information technology initiatives that support the long-term objectives, mission, and vision of the organization. The CIO will oversee all aspects of the organization's information technology and systems, directing the planning, design, and implementation of enterprise IT systems to enhance clinical and administrative services, patient care, and experience. As a member of the Executive Leadership team, the CIO will lead a governance structure that aligns IT initiatives with business priorities while balancing resource constraints to optimize IT operations. The CIO participates in the strategic planning process, sharing in the development of CCH's vision, goals, and initiatives with Executive Leadership. This includes communicating the IT vision and plans throughout CCH effectively, translating business and clinical needs into technological solutions, and establishing standardized IT architecture and methodologies. The CIO will champion change initiatives, oversee the development of the annual IT plan and budget, monitor IT portfolio performance, and ensure that all initiatives have clear business goals and success metrics. Additionally, the CIO will assess existing efforts in establishing an electronic medical record, lead the initiative to create a new vision for clinical services, and develop strategies for technical infrastructure and application architecture. The role requires staying up-to-date on technology standards and compliance regulations, leading the development of an enterprise-wide information security plan, and ensuring that enterprise information systems operate according to internal and external standards. The CIO will also develop risk-management strategies and ensure that the hospital's IT goals address current healthcare laws and regulations.

Responsibilities

  • Participates in the strategic planning process and shares in the development of CCH's vision, goals, and initiatives with Executive Leadership.
  • Communicates the IT vision and plans throughout CCH frequently and effectively.
  • Translates business and clinical needs into technological solutions, emphasizing process automation with a focus on positive patient impact.
  • Establishes and standardizes IT architecture and methodologies to enhance the patient experience.
  • Champions change initiatives and oversees smooth transitional plans for the team.
  • Leads the development of the annual IT plan and budget integrated into the system planning and budgeting processes.
  • Monitors and reports on the performance of the IT portfolio, overseeing capital and operating budget preparation.
  • Ensures that all initiatives in the IT portfolio have clear business goals and success metrics.
  • Performs ongoing assessments of IT capabilities and defines short-term and long-term goals for IT functions.
  • Oversees the selection, acquisition, development, installation, maintenance, and support of IT solutions.
  • Develops a strategy and plans for the technical infrastructure and application architecture for CCH.
  • Leads the development and execution of an enterprise-wide information security plan.
  • Stays up-to-date on current information about technology standards and compliance regulations.
  • Develops and updates risk-management strategies for technological or climatic anomalies.

Requirements

  • Bachelor's degree or higher in Information Technology, Information Systems/Computer Science or related field.
  • Ten (10) years of experience leading IT systems and IT management.
  • Five (5) years of management and/or leadership experience.
  • Three (3) years of experience supporting healthcare information systems and IT.
  • Experience in regulatory requirements such as Meaningful Use, HIMSS Certification, and Joint Commission.

Nice-to-haves

  • Master's in Business Administration or Master of Science Degree in Computer Science.
  • Five (5) years of management and/or leadership experience in a complex healthcare system.
  • Lean Six Sigma experience.
