About the position

The Chief Information Officer (CIO) at the Maryland Department of Agriculture (MDA) is responsible for providing overall technology strategy and direction. This role involves leading the IT department, managing technological resources, ensuring data privacy and security, and aligning technology initiatives with the goals of MDA. The CIO plays a crucial role in driving digital transformation and enhancing business performance through effective technology management.

Responsibilities

  • Develop and implement the MDA IT strategic plan and roadmap to align with organizational goals and objectives.
  • Develop and enforce IT policies, procedures, and standards to ensure compliance with State policy, legal and regulatory requirements, and to ensure cybersecurity and performance of all IT systems and infrastructure.
  • Identify and evaluate emerging technologies to drive innovation across the agency, including digital transformation initiatives.
  • Oversee major IT projects, management of IT assets, budget, procurement, contract negotiation, resources, and equipment.
  • Manage a team of IT professionals, fostering a culture of excellence, continuous improvement, and attention to customer service.
  • Establish and maintain performance metrics driven by business outcomes to measure and report the effectiveness of IT activities and investments.
  • Collaborate and coordinate with MDA Program managers, other agencies, and the MDA executive team to identify and implement technology solutions.

Requirements

  • Bachelor's degree in technology business administration, computer science, computer information management, information security, or a related field.
  • Eight years of experience in an information technology environment managing IT initiatives, budgets, procurements, IT projects, cybersecurity compliance, and resource planning.
  • Four years of direct management experience of IT technical staff and resources.

  • Experience using State of Maryland FMIS.
  • Experience with State of Maryland procurement.
