About the position

The Chief Information Officer (CIO) at Neighborhood Health Center is responsible for leading the development and implementation of IT strategies that support the health center's mission of providing impactful healthcare and striving for health equity. This role involves overseeing IT performance metrics, managing the IT budget, and ensuring the optimization of technology systems, including Electronic Health Records (EHR) and VoIP systems. The CIO will also serve as the HIPAA Security Officer, ensuring compliance with security standards and managing IT risk across the organization.

Responsibilities

  • Lead the process to develop a new IT strategic plan every 2-3 years.
  • Define IT performance metrics based on the organization's overall objectives and control performance objectives and IT budget.
  • Develop forward-looking models and initiatives that provide insight into the organization's clinical operations and efficiency.
  • Plan and manage the annual IT work plan and budgetary needs, maintaining an IT roadmap and technology capital budget.
  • Ensure timeliness, accuracy, and usefulness of technology-related financial and management reporting for funders.
  • Standardize IT processes across the organization and hold staff accountable for using and updating policies and procedures.
  • Lead and manage projects to optimize the Electronic Health Records (EHR) system and VoIP systems.
  • Serve as the in-house expert on HIPAA Security and lead efforts to meet encryption and security standards.
  • Align IT risk management with organization-wide risk management.
  • Ensure secure data interfaces between EHR and other systems, leading projects to create new interfaces as needed.
  • Complete training for and work as a manager on duty (MOD) one evening each month and during the day on a rotating schedule.

Requirements

  • BS or BA Degree required; Master's preferred.
  • At least 10 years of experience within a Healthcare Information role.
  • Experience in a senior role, partnering with executive staff to develop and implement IT and business process management strategies.
  • Significant experience in all facets of IT, including systems applications, database administration, financial systems, networks, telecommunications, and computer hardware/software.
  • Deep experience in troubleshooting and crisis management.
  • Experience hiring, developing, and coaching teams.
  • Excellent analytical and abstract reasoning skills, plus excellent organization skills.
