About the position

The Chief Information Officer (CIO) for the State of Illinois Office of the Courts is responsible for overseeing the technology operations of the Office of Statewide Pretrial Services (OSPS). This role involves providing administrative, technical, and planning direction for the Office's technology needs, ensuring efficient and effective information systems operations, and facilitating communication between senior-level staff regarding technology requirements. The CIO plays a crucial role in strategic planning, problem-solving, and managing the procurement process for technology-related services and products.

Responsibilities

  • Oversee and direct the planning, development, and implementation of the Office's technology needs.
  • Manage day-to-day OSPS technology operations, including data processing software applications and telecommunications.
  • Provide subject matter expertise on software applications, data processing, and security in OSPS policy development.
  • Facilitate communication between senior-level staff regarding technology and equipment needs.
  • Prepare and direct the preparation of technology briefings, reports, and correspondence.
  • Advise the Director and Chief of Staff on technology budget needs and review all technology-related purchase requisitions and invoices.
  • Participate in strategic planning and problem-solving by evaluating operational needs.
  • Research developments in information technology operations, information security, and telecommunications.
  • Serve as a supervisor by providing instructions, setting expectations, and conducting performance evaluations.
  • Represent OSPS on inter-governmental projects and promote strategic relationships with external entities.

Requirements

  • A Bachelor's Degree.
  • Ten years of progressively responsible experience in state or local government, or information technology field.
  • Five years of supervisory experience.
  • Proficient in the use of Microsoft Office products (Word, Excel, Access, PowerPoint, Outlook).
  • Effective oral and written communication, presentation, facilitation, and interpersonal skills.
  • Ability to plan, organize, implement, and maintain a variety of functions and projects simultaneously.
  • Demonstrated leadership skills including planning, decision-making, problem-solving, and analytical skills.
  • A valid Illinois Driver's License and proof of automobile insurance.

Nice-to-haves

  • A Bachelor's Degree or Master's Degree in Information Technology, Management Information Systems, Computer Science or a related field.
  • Fifteen years of progressively responsible experience in state or local government or information technology.
  • Seven years of supervisory experience.
