About the position

The Chief Information Officer (CIO) provides ICE's information technology (IT) strategic vision, ensuring it aligns with the Department of Homeland Security (DHS) policy, and is accountable for delivering information technology (IT) programs. The CIO directs and manages both headquarters and field staff within the Office of the CIO (OCIO). The CIO is accountable for ensuring ICE IT oversight per law, regulation, and policy.

Responsibilities

  • Report to the Deputy Executive Associate Director of Management and Administration and serve as the strategic visionary for IT programs.
  • Lead strategic execution of DHS IT enterprise governance, standards and processes to further the ICE vision, mission, and objectives.
  • Focus on performance, partnership, transparency, and cost effectiveness to deliver timely, reliable and effective IT solutions.
  • Represent ICE on IT matters both within and outside the Department, with full accountability for operation of the IT program.
  • Ensure that ICE IT solutions are effectively evaluated, managed, acquired, and implemented.
  • Respond to requirements identified by information system users in the acquisition, implementation, and operation and maintenance of IT systems.
  • Be responsible for strategic and long range planning, development and coordination of programs, operations and procedures for effective IT applications.
  • Monitor and evaluate program effectiveness with a view toward efficient accomplishments of objectives.
  • Identify, evaluate and disseminate best practices and technologies to meet ICE's needs.
  • Provide guidance and recommendations to senior agency officials and subordinates on complex projects.
  • Develop directives to implement Congressional and executive level policy changes for IT.
  • Be accountable for the acquisition and support of IT hardware and software.
  • Develop and defend budget estimates and related justifications.
  • Directly supervise the Deputy CIO and provide second-level supervision to senior level OCIO divisions and program managers.

Requirements

  • Must be a U.S. Citizen to apply for this position.
  • If male born after December 31, 1959, must certify registration with the Selective Service System.
  • Serve a one-year probationary period unless previously completed in the SES.
  • File a Public Financial Disclosure Report within 30 days of appointment.
  • Satisfactory completion of a drug test is a condition of placement and/or employment.
  • Verify eligibility to work in the United States as per the Immigration Reform and Control Act of 1986.
