About the position

The Chief Information Officer (CIO) is a senior leadership role within the Office of Innovation and Strategic Initiatives, responsible for providing strategic direction to the County's Information Technology Department. The CIO will align IT priorities with the County's overall goals, design a strategic vision for technology transformation, and facilitate decision-making processes across departments. This role also involves developing enterprise-wide strategic plans and ensuring effective workforce development within the IT department.

Responsibilities

  • Embrace the role of Digital Advocate to promote a digital-first mindset in Seminole County.
  • Keep abreast of emerging digital and business trends and collaborate with County leaders to integrate digital opportunities into operations.
  • Develop and execute an IT strategy that leverages emerging technologies to support the County's strategic vision.
  • Serve as a technical advisor to the County Manager and executive management team on technology management issues.
  • Oversee the development and implementation of a strategic workforce plan to enhance workforce effectiveness.
  • Create a compelling employment value proposition to attract and retain critical talent in the IT Department.
  • Exercise final authority regarding hiring, performance evaluations, and disciplinary actions within the IT Department.
  • Develop the next generation of leaders and support training programs for digital skills development.
  • Lead and manage daily operations of the Information Technology Department.
  • Oversee cybersecurity activities and ensure compliance with statutory requirements.
  • Direct and manage the IT budget process, costs, and resources.
  • Design and implement an IT-business engagement model to align IT offerings with business needs.
  • Develop and implement policies for technology management hardware, software, and services procurement.
  • Perform statistical analysis of department activities and develop long-range goals to meet departmental needs.
  • Represent the County and IT Department to various stakeholders, including vendors and governmental agencies.
  • Identify and implement collaborative initiatives with other agencies.

Requirements

  • Bachelor's Degree in Information Systems Technology, Public or Business Administration, or a closely related field.
  • At least ten (10) years of professional experience in information technology, with five (5) years in a management position.
  • Considerable knowledge of information technology, communications, telecommunications, and contract administration.
  • Valid Florida Driver's License.

Nice-to-haves

  • Master's Degree in a related field (preferred qualification).
