About the position

The Chief Information Security Officer (CISO) for the Wyoming Department of Enterprise Technology Services will lead the state's cybersecurity and information assurance strategy. This role involves collaborating with various state leadership and agencies to safeguard information assets and establish trusted relationships across the ecosystem. The CISO will work independently, exercising significant initiative and judgment to develop and implement effective information security practices.

Responsibilities

  • Lead and build a comprehensive information security program with state-wide policies and processes.
  • Collaborate with senior management and state leadership to establish governance for the cybersecurity program.
  • Act as a strategic advisor on cybersecurity policy and issues to state leadership.
  • Establish a professional work environment that promotes morale, creativity, and teamwork.
  • Set annual and long-range security and compliance goals, metrics, and reporting mechanisms.
  • Manage IT security contracts and vendors, developing budget recommendations.
  • Establish strategic partnerships for data exchange with cybersecurity experts.
  • Stay current with security trends and adjust strategic plans to mitigate risks.
  • Ensure compliance with industry, federal, and state requirements such as PCI, HIPAA, and FTI.
  • Oversee data security, risk management, disaster recovery, and business continuity planning.

Requirements

  • Experience in state government (preferred).
  • Experience in state policy and planning, including cross-coordination between agencies (preferred).
  • Experience in strategic planning (preferred).
  • Master's degree in computer science, information systems, business administration, policy, or planning (preferred).
  • 4-8 years of cybersecurity governance experience (preferred).
  • Excellent analytical skills and ability to manage multiple projects under strict timelines.
  • Project management skills including financial/budget management and resource management.
  • Ability to lead and motivate the information security team.
  • Knowledge of public administration principles and state government purchasing laws.
  • Ability to establish effective working relationships with various stakeholders.
  • Strong verbal and written communication skills.
